- The Department of Veterans Affairs, Office of Construction and Facilities Management, Washington, DC is seeking proposals from contractors for preconstruction services and construction of VA Eastern Colorado Health Care System (ECHCS) Replacement Medical Center Facility, Aurora, CO. This project will be procured utilizing the Integrated Design and Construct (IDc) strategy, which is similar in nature to Construction Management at Risk and Construction Management as Constructor. The work will consist of preconstruction services and an option to construct the replacement medical center of approximately 1,100,000 SF. The IDc contractor shall furnish preconstruction and construction services, labor, materials, equipment, transportation, supervision, coordination, and commissioning necessary to construct this project as required by the statement of work. The ECHCS Replacement Medical Center Facility site is located in the City of Aurora, Colorado, and is bounded by Colfax Ave., Wheeling St, 19th Place, and Fitzsimons Parkway. The project includes structured parking, outpatient clinic, inpatient hospital, administrative space, and central energy plant. The offeror shall furnish, obtain any and all necessary licenses and/or permits required to perform this work in the State of Colorado and City of Aurora, CO. This is a Request for Proposal (RFP) solicitation; therefore, there will be no public bid opening. The procurement method is a two-phase process using four evaluation factors. Phase One solicitation evaluation factors will include only Factor 1 - Past Performance and Factor 2 - Technical Qualifications. Based on the assessment of Phase One solicitation evaluation factors, only the most highly qualified offerors will be requested to submit Phase Two solicitation proposals. Phase Two solicitation evaluation factors will include only Factor 3 - Technical Proposal and Factor 4 - Cost/Price. The basis for award will be Best Value technique. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation requirements and will provide the best value to the government considering recent and relevant past/present performance, technical capabilities, and price. The government reserves the right to award a contract to other than the low offeror. The magnitude of this project is more than $100,000,000.00. This solicitation is as an unrestricted procurement. The North American Industry Classification System (NAICS) Code for this work is 236220. To be considered a small business under NAICS 236220, the size standard must not exceed $33.5 million average annual receipts. The applicable small business subcontracting goals for this project are as follows: (a) 28.7% for Small Business (SB); (b) 5% Small Disadvantaged Business (SDB); (c) 7% Service-Disabled Veteran Owned Small Business (SDVOSB); (d) 5% Women-Owned Small Business (WOSB); (e) 3% HubZone Small Business (HUBZone), and (f) 10% Veteran-Owned Small Business (VOSB). The closing date and time for submission of offers will be contained in the solicitation package. The solicitation is expected to be issued on or about August 24, 2009. A Pre-Proposal Conference is scheduled for September 10, 2009 at 10:00 a.m. MDT, at VA Medical Center Auditorium, 1055 Clermont Street, Denver, CO 80220. The solicitation package will be posted on FedBizOpps, which can be accessed at https://www.fbo.gov/. In order to view the solicitation package, you must register with FedBizOpps. For changes to the issue date or any other changes to the information in this synopsis, potential offerors are responsible to check the information at FedBizOpps https://www.fbo.gov/. The Government will not provide paper copies of the solicitation. Telephone, written, facsimile, or e-mail requests, for the solicitation package will not be honored. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the FedBizOpps web site.
