Description
Design and Construction of Human Performance Wing (HPW) Swing Space - Modular, at Wright-Patterson Air Force Base, Ohio. The USAF Radiation Dosimetry Lab, Radiation Analysis Lab and Clinical Reference Lab will be relocating from Brooks City Base to Wright-Patterson Air Force Base. The scope of the relocation is to provide modular space for the temporary operations of the users as necessary to accommodate the mission. The modular units are a system of ganged units connected together and situated on raised piers. The six users will require approximately 7,300 NSF of lab space and approximately 3,450 NSF of administrative space plus the necessary circulation, and common space required for normal operation. Total usable area is estimated at approximately 27,000 GSF. Supporting facilities include site preparation, some existing utility removal, asphalt pavement removal, grading, and connections to nearby utilities. The estimated price range is between $1,000,000 and $5,000,000. The base bid for the project requires a lease for one year. The contract will include an option for leasing for an additional six months. The solicitation is a single phase procurement following the Lowest-Price Technically Acceptable procurement process. Proposals will be evaluated based on the following technical factors: Experience, Past Performance, and Price and Pro Forma Requirements. The acquisition strategy will be design/build, and the estimated award date is September 2009. All Offerors are invited to attend a site visit at Wright-Patterson AFB tentatively scheduled for 1 September 2009. Meeting details will be provided in the solicitation. NAICS is 236220. Contract duration is 200 calendar days. The procurement is set-aside for HUBZone firms. Responses will only be accepted from firms registered in the SBA HUBZone program. Approximate issue date is 21 August 2009 and approximate closing date is 21 September 2009 at 12:00 p.m. eastern standard time. The solicitation will be available by download only.
