- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, streamlined procedures for evaluation and solicitation for commercial items-as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is being issued using simplified acquisition procedures 13.5. This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporation provisions and clauses are those in effect through Federal Acquisition Circular 05-34. This announcement constitutes the only solicitation and a written solicitation will be not issued. The associated North American Classification System (NAICS) code for this procurement is 339113. This procurement will be full and open competition. The contract type will be a firm fixed price purchase order. CLIN 0001-Free Standing (cabinet model, not recessed), electric heated washer (208-240v, 50/60 hertz, 3 phase) 1 Each CLIN 0002-Option year 1, Service and Maintenance Agreement for Mechanical Dishwasher/Disinfector CLIN 0003-Option year 2, Service and Maintenance Agreement for Mechanical Dishwasher/Disinfector CLIN 0004-Option year 3, Service and Maintenance Agreement for Mechanical Dishwasher/Disinfector CLIN 0005-Option year 4, Service and Maintenance Agreement for Mechanical Dishwasher/Disinfector Specifications: Mechanical Dishwasher/Disinfector must have stainless steel exterior panels, vented exhaust/drying system, and thermal and noise insulated construction, i.e., no louder than 58-60 dBA during operation. Wash chamber volume shall be at least 10.9 cubic feet with a minimum width and height of 26 inches, constructed of stainless steel, with rotary spray arms located at top and bottom of chamber, and an interface for spray arms on the transfer carriage. Must include two liquid dispensing pumps that can be programmed to automatically dispense two detergents or one detergent and one lubricant. Fully automatic, microprocessor controlled mechanical washer that will effectively clean, thermally disinfect, and dry moisture and temperature stable utensils, lab instrumentation and glassware. Must include a combination of pre-programmed and user programmed cycles for processing a variety of light to heavily soiled loads. The pre-programmed cycles must include one for cleaning standard utensils and glassware and a “Descaling” cycle. There must also be at least fifteen (15) user programmable cycles available to accommodate lab specific cleaning and disinfecting needs in which the user can set the following cycle parameters: types and amounts of detergent dispensed, treatment sequences and times, disinfection temperatures and times, and display parameters (i.e., C or F, language, time, etc.). The system must also include access codes that prevent unauthorized changes in cycle parameters. Must be able to specify the following in a user programmed treatment sequence as needed (a) pre-wash, (b) main wash, (c) regular and/or purified water rinse, and (d) thermal disinfection capabilities that include exposure of materials to a minimum 194°F (90°C) moist heat for one minute and up to 203°F (95°C) for ten minutes. Must include a diagnostic program that monitors cycle performance and alerts the user if a error/problem occurs Must include serial communication capabilities (i.e., an RS-232 port) that will allow for central data backup/storage/collection (i.e., by a LIMS), and remote service support/analysis by a vendor. Must include stainless steel loading cart and a two level transfer carriage that will provide for ergonomic and efficient loading and unloading of the washing chamber, and the upper level/shelf must be removable. The transfer carriage must also be equipped with rotary spray arms positioned between the upper and lower load cart shelves that connects to a chamber fitting when installed. Installation: At least one pre-install walk through by the installation team to review site to verify that required facility related requirements (plumbing, electrical, structural, etc.) are in place. Must include uncrating and moving of equipment from contiguous on-site location to point of installation, and leveling and hanging equipment as necessary. Must include connecting to existing utilities (electrical, water & waste) and final operational/functional check-out. Must include seismic anchoring. Must include removal of associated debris to customer provided receptacles. Must include post install return visits for adjustments as necessary during the warranty period. Warranties: Must include any preventive maintenance inspections and parts replacement required during the warranty period. Award will be made to the party whose quote offers the best value to the Government, technical, and price will be considered. The Government may award this contract other than lowest price technically acceptable quote. The Government will evaluate information based on the following criteria: 1) Technical Capability factor “meeting or exceeding the requirement” and 2) Price. Technical Capability is more important than price. The Government will evaluate offers for award purposes by adding the base price plus all options to arrive to the total price for the requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise an option line item. Vendors must be registered in the Central Contractor Register (CCR) prior to the award of the contract. You may register by going to www.ccr.gov. PROVISIONS AND CLAUSES: The provision at FAR 52.212-1, Instructions to Offerors Commercial Items applies to this solicitation. Offerors shall include a completed copy of FAR 52.212-3, Offeors Representations and Certifications-Commercial Items. The clause 52.212-4 Contract Terms and Conditions-Commercial Items applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items applies to the acquisition as well as the following clauses within: FAR 52.217-5, FAR 52.217-9, FAR 52.222-26, FAR 222-35, FAR 52.222-36, FAR 52.232-33, FAR 52.246-4 and FAR 52.246-6. Clauses and provisions are incorporated by reference and apply to this acquisition.
