- This is a pre-solicitation notification for a 37th Contracting Squadron, Lackland AFB, Texas, requirement for non-personal linen exchange services. An electronic solicitation for this requirement is anticipated to be posted on the Federal Business Opportunities website at www.fbo.gov around or about 12 Aug 2009. The contractor must provide all non-personal services for the operation and management of the Lackland AFB and Medina Annex Linen Exchange Service to include but not limited to providing all necessary personnel, tools, transportation, materials necessary for the execution of the linen exchange requirement in accordance with commercial industry standards and practices. The linen exchange is comprised of four (4) linen exchange base locations and each linen exchange point is required to count and/or validate the quantities of all soiled linen that is received from technical training and lodging organizations, and all soiled and cleaned linen items that are exchanged between the government and the laundry and dry cleaning contractor. Linen exchange services include but are not limited to the validation of all laundry and dry cleaning pick-up and delivery tickets, maintenance of a linen inventory to accommodate unserviceable and/or emergency requirements. A requirements contract is contemplated, with a base period and four (4) 1-year option periods commencing on 01 Oct 2009 or date of award, whichever is later. This is a best value acquisition using lowest price technically acceptable procedures (LPTA). The North American Standard Industry Classification System (NAICS) code anticipated for this acquisition is 812331 with an associated small business dollar size standard of $14.0 million. The Service Contract Act of 1965 applies and this acquisition is 100 percent Set-Aside HubZone participation. The solicitation will be available only via the Federal Business Opportunities web site at www.fedbizopps.gov. No paper copies will be furnished. Potential offerors shall register at www.fedbizopps.gov in order to receive notification and/or changes to the solicitation. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information, and for downloading their own copy of the solicitation package. All interested parties must be registered in the Central Contracting Register (CCR) as prescribed by DFARS 252.204-7004. CCR can be obtained by calling 1-888-227-2423 or accessed via the internet at www.ccr.gov. Interested parties must also be registered at the On-Line Representations and Certifications (ORCA) website at www.bpn.gov, and have a tax identification number and a Data Universal Numbering System (DUNS) number.
