Contracting Office AddressEnvironmental Protection Agency, Office of Acquisition Management, RTP Procurement Operations Division, E105-02, 4930 Old Page Road, Research Triangle Park, NC, 27703, United States DescriptionThe U.S. Environmental Protection Agency (EPA) intends to enter into negotiations with the Georgia Institute of Technology (Attn: Dr. Marc Stieglitz) for the development of software to link GTHM-PSM to ENVISION, an existing decision support framework. Dr. Stieglitz developed the current version of GTHM-PSM ecohydrology model under a previous EPA contract, specifically to assess these ecosystems services in Central Plains grasslands. No other available models possess the required capabilities for assessing tradeoffs among ecosystem services at the spatial and temporal scales (plots to watersheds, days to decades) that is required for decision support objectives. The NAICS Code for this procurement is 541712 and the Small Business Size Standard is 500 employees. No request for quotation is available and this notice of intent is not a request for competitive quotes. Interested vendors shall: 1) include information on the proposed services which clearly supports the requirements outlined above and; 2) provide itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received by 5:00pm EDT on August 21,2009 the EPA will proceed with negotiating an order with the Georgia Institute of Technology (Attn: Dr. Marc Stieglitz).
