Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number EA133C-09-RQ-0816 is issued as a Request for Quotation (RFQ). The resulting order will be awarded as a Firm-Fixed Price Purchase Order. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33. This procurement is a TOTAL SMALL BUSINESS SET-ASIDE. The associated North American Industry Classification System (NAICS) Code is 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing with a small business size standard of 750 employees. Name Brand Justification for Aquatrak Items The Aquatrak Model 3000 Transducer, the Aquatrak Model 4110 Controller, the Aquatrak 4100 installation kits, centering bails, Aquatrak cables, and the bottom assemblies make up the standard acoustic water level monitoring system used on the National Oceanic and Atmospheric Administration, National Ocean Service, Center for Operational Oceanographic Products and Services (CO-OPS) environmental monitoring stations on the Atlantic, the Gulf of Mexico, the Caribbean, and throughout the Pacific. CO-OPS uses these monitoring stations for predicting and measuring water levels and currents, and disseminating this information to maintain safe maritime navigation and waterborne commerce. This information is also used for many practical purposes to include nautical charting, coastal engineering and tsunami and storm surge warnings. The procurement of these system components is to support the existing network of environmental monitoring stations, to replace equipment lost during weather events and to expand the network where needed. Under the current CO-OPS operating system any environmental monitoring system that has not previously been approved must be subjected to a series of tests to ensure the quality of the data produced by that sensor and the durability of that sensor for the intended use. These tests usually include bench testing using controlled conditions and physical measurement, controlled environmental testing to check a system's reliability under different conditions, and long term comparison testing with accepted systems at multiple real world locations. These tests and the analysis of the resulting data take a significant amount of time, money, and resources to conduct in order to approve operating systems. CO-OPS monitoring stations are designed for optimal performance with the inclusion of Aquatrak systems. The data collection platforms at CO-OPS stations are programmed to collect data from Aquatrak equipment and if a new sensor is implemented, new mounting hardware and software will need to be developed, programmed, calibrated and subjected to extensive testing in order to be approved of successful integration between all existing systems. CO-OPS field personnel are trained in the use and maintenance of the existing Aquatrak systems, have developed extensive documentation on the setup and procedures for maintaining Aquatrak systems, and have the ability and equipment to calibrate and repair the equipment. If a new sensor is implemented then additional costs for training, software, hardware, and documentation will be incurred along with field crews having to support multiple sensor types in a given region. Before implementing a new sensor, it would be subjected to thorough testing in order to be approved/disapproved. The extensive time and testing a new sensor requires puts CO-OPS at risk for mission essential operations to be shut-down during the testing period. There is no guarantee that a new sensor will pass testing requirements and be approved for integration with existing systems. CO-OPS cannot have its mission essential operations shut-down.
