Department of Commerce, U. S. Census Bureau, Suitland, Acquisition Division Room G-314 FB#3, Washington, DC, 20233 THIS IS AN INTENT TO SOLE SOURCE ANNOUNCEMENT PURSUANT TO FAR 6.302-1. THIS CONSTITUTES THE ONLY WRITTEN NOTICE, NO OTHER NOTICE OR SOLICITATION SHALL BE ISSUED AS A RESULT OF THIS NOTICE. The NAICS Code for this acquisition is 611430 Professional and Management Development Training, with a Size Standard of $6.5M. The potential contract value is $260,000.00. The U.S. Census Bureau‘s (USCB) Field Division (FLD) is responsible for data collection activities for recurring and one-time demographic surveys and the decennial census. To meet this responsibility and to collect data at the highest possible quality, FLD must: •Develop and implement sound field operation procedures. The operation procedures are written by managers in both Field and Demographic Survey Divisions. •Hire new interviewers to be added to the Survey of Income and Program Participation (SIPP) SIPP program and 2013 SIPP Panel. The 2013 panel may include new survey procedures or instrument functionality that may be new to not only new interviewers but existing interviewers as well. As a result, the Government has a requirement for the development of training packages for the SIPP Program and 2013 SIPP Panel, to include operation procedures, to be utilized by the Bureau’s employees. The Contractor shall design, develop and prepare Computer Assisted Personal Interviewing (CAPI) training for the 2010 Re-Engineered Survey of Income and Program Participation (SIPP) and 2013 SIPP Panel to include writing assignments that will primarily require a training guide(s), classroom workbook(s), and other supplemental products as defined by the census survey sponsor. In order to develop a training package, the Contractor must have specific knowledge of Census Bureau surveys as follows: *Flow and content of training package specific to the Census Bureau’s Field Division survey Almi software *Current Survey Sampling procedures *Refusal conversion techniques for respondents *Specific date collection procedures for current survey *Training products must be print ready and include all graphics The developmental process needs to allow for: •Outline of content for the training package for review and approval •Development and distribution of first draft of training package for review •Incorporate comments and circulate second draft for comment •Incorporate comments and prepare training for table review and dry run •Incorporate comments received from table review/dry run and finalize training package for printing •Incorporate operation procedures for SIPP The place of performance shall be U.S. Census Bureau, Field Division, 4600 Silver Hill Road, Washington, DC 20233. The period of performance is September 29, 2009 through September 28, 2010 plus four (4) option periods. The government anticipates awarding a Time and Materials contract using Part 15 Negotiated Competitive Procurement procedures. Interested parties may submit responses that demonstrate its ability to provide services in accordance with this announcement, which will be considered within 15 days of the posting of this notice. As a result of analyzing responses to this synopsis of intent to sole source, the Contracting Officer may determine that the action may be competed. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
