Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-35. This announcement constitutes the only 100% total small business set aside solicitation and a written solicitation will not be issued. This synopsis, NAICS code 423490, is to notify contractors that the government intends to issue a Firm Fixed Price Purchase Order in accordance with FAR Part 13.106 for the following statement of work, under the simplified acquisition procedures. Any firm that believes it is capable of providing the required service as stated herein may submit a capability statement to document its ability to provide the required services. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. Award will be made to the party whose quote offers the best value to the Government, technical, price, and past performance considered. The Government may award this contract to other than the lowest price technically acceptable quote. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability 2) Past Performance and 3) Price. Technical Capability and Past Performance, when combined, are significantly more important than price. This solicitation is issued as a Request for Quotation (RFQ). The Food and Drug Administration (FDA) intends to award a purchase order for a portable ultrasound machine. General Duties/Description of Work Brand Name or Equal. If you are submitting a quote for an instrument that is “equal” to the specifications listed, please include specifications, descriptions, and all literature that pertains to the item quoted. GE Logiqe 15" High Resolution LCD screen, TrueScan, TrueAccess, SmartScan, ComfortScan, 40 GB HD, USB, Wireless LAN, B-Mode, M-Mode, Color Flow, Power Doppler, PW Doppler. External CD/DVD-Drive ECG Module with leads NUS cart Carrying Case (Hard Cover) 12L-RS Linear Array Transducer Sony Color Printer Two days on-site applications training 12 month warranty parts and labor, including loaner program Specifications of the items requested. The requested item will be used to assess the flow mediated vascular reactivity in the brachial artery in human volunteer subjects (upon IRB clearance). We will follow the methods recommended by the American College of Cardiology ( ACC) (Guidelines for the ultrasound assessment of endothelial-dependent flow-mediated vasodilatation of the brachial artery: a report of the International Brachial Artery Reactivity Task Force (2002). J Am Coll Cardiol 39: 257-265). According to the ACC method the equipment should have the following specifications: •High Resolution LCD screen, •TrueScan, TrueAccess, SmartScan, ComfortScan capabilities •B-Mode, M-Mode capability •ECG Module with leads •Linear Array Transducer Apart from these specifications, we have the following additional requirements that will enhance the outcome of this project: •40 GB HD, USB with Wireless LAN - This feature allows us to store and transfer data whenever necessary. We do not have to depend on external storage devices with this kind of hard drive capacity. •External CD/DVD-Drive - Usually data will be stored as movie clips, since all data taken as live images. These clips are relatively large and need CD/DVD option if we need to transfer for presentation and publication. •Color Printer - It is important to identify the venous blood flow (Blue color) and arterial blood flow (Red Color) to detect the vasodilatation. We need to get printed copies in different time intervals to keep in the data files. It is impossible to identify the venous and arterial blood flow, without color print. •NUS cart with Carrying Case (Hard Cover) - The Ultrasound probe and the unit is quite delicate and need a carrying case and a cart for proper protection doing transport. CCR: Vendors must be registered in the Central Contractor Register (CCR) prior to the award of a contract. You may register by going to www.ccr.gov. You will need your Dun & Bradstreet number and banking information.
