Description
The Department of Health and Human Services (HHS), Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), has a requirement for Exposure Assessment for the National Birth Defects Prevention Study. This procurement is being issued as a total small business set aside under FAR Part 13 - Simplified Acquisition Procedures. Under SAP procedures, the aggregate amount of which does not exceed the simplified acquisition threshold (FAR 2.101). At the time of this requirement the SAT means $100,000.00. I. Background and Need Recent epidemiologic studies suggest that parental occupational factors, such as exposure to certain chemicals at work, might play an etiologic role in birth defects. Many of these studies have been criticized for study design limitations, particularly for using inaccurate methods to classify exposure status or for failing to account for both parents' occupational exposures. The National Center on Birth Defects and Developmental Disabilities (NCBDDD) is conducting the ongoing National Birth Defects Prevention Study (NBDPS), which is a multi-center, population-based case-control study. The NBDPS collects interview information from the subjects' mothers on occupational exposures of both the mother and the father during critical exposure periods (from three months before conception through the date of birth). The occupational information collected for the fathers is similar as that collected for the mothers. Beginning in 2003, NIOSH investigators have collaborated with NCBDDD to study occupational exposure in the NBDPS. This collaboration produced an assessment of maternal occupational exposure to multiple chemicals for NBDPS subjects with an estimated due date prior to December 31, 2002. These data are currently being used in multiple analyses. The NBDPS has continued to recruit case and control subjects since 2003, creating a need for continued assessment of occupational exposures in these research subjects. Evidence has also accumulated suggesting that paternal work exposures, including pesticides, may contribute etiologically to the development of birth defects; therefore it is important to assess paternal occupational exposure. II. Purpose The purpose of this contract is to expand occupational pesticide exposure assessments of data collected by the National Birth Defects Prevention Study (NBDPS) to include additional subjects and paternal jobs, in order to further the understanding of how both maternal and paternal occupational pesticide exposures may contribute to birth defect etiology. This contract will continue the collaboration between NBDPS and NIOSH regarding the contribution of occupational exposures to birth defect etiology The entire scope of work requirements and evaluation factors will be included in the solicitation. This procurement is being issued as full and open competition under FAR Part 13 - Simplified Acquisition Procedures, total aggregate of the purchases order not to exceed the SAT of $100,000. The CDC expects to award one (1) Firm-Fixed Price contract with a period of performance of twelve (12) months.
