Description
The point of contact for this action is Jaclyn Stielper, Contract Specialist, email Jaclyn.Stielper@FDA.HHS.GOV. The Food and Drug Administration, Rockville, MD intends to negotiate solely with BioQual Inc. as prescribed in FAR 6.302-1. BIOQUAL, INC. 9600 MEDICAL CTR DR STE 200 ROCKVILLE, MD 20850-6329 The contractor shall provide a BSL-3 Lab. The CDC and NIH have classified SARS as a pathogen to be handled only in facilities having in place special conditions, equipment and procedures termed “biosafety level 3” (BSL-3). Furthermore, because the agents are potentially transmissible to farm animals, the USDA requires that laboratories working with the two agents be USDA-inspected and certified. The Bioqual laboratories are one of the few East Coast BSL-3 facilities currently certified by CDC for handling SARS; it is the only such facility in the Washington DC area close enough to the FDA to permit regular interactions with FDA investigators. Furthermore, FDA researchers need to travel from NIH campus to the BSL3 facility more than once a day. SARS is an emerging infectious disease, and the work related to developing a SARS vaccine has been on hold for the past three years while waiting for our BSL-3 laboratory to be constructed. Ironically, the very week that the BSL-3 lab was about to be certified by NIH safety, the H1N1 work was elevated to requiring BSL-3 laboratory containment, and so the lab was certified for the H1N1 work instead. Now the SARS work is on hold again for at least several months or more, while waiting for the H1N1 work to be completed. It is critical to protecting the public health that the SARS work not be delayed any longer. Period Of Performance: Three (3) weeks from Date Of Award.
