Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-35. This announcement constitutes the only 100% total small business set aside solicitation and a written solicitation will not be issued. This synopsis, NAICS code 511210, is to notify contractors that the government intends to issue a Firm Fixed Price Purchase Order in accordance with FAR Part 13.106 for the following statement of work, under the simplified acquisition procedures. Any firm that believes it is capable of providing the required service as stated herein may submit a capability statement to document its ability to provide the required services. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. Award will be made to the party whose quote offers the best value to the Government, technical, price, and other factors considered. The Government may award this contract to other than the lowest price technically acceptable quote. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor described to "Meet or Exceed the Requirement," 2) Past Performance and 3) Price. Technical Capability and Past Performance, when combined, are significantly more important than price. This solicitation is issued as a Request for Quotation (RFQ). The Food and Drug Administration (FDA) intends to award a purchase order for software to track frozen inventory. General Duties/Description of Work Brand name or Equal. Item#RIB-004 Zebra 2.50” X 244’ 3200 Wax/Resin Ribbon Quantity: 12 The critical criteria for the equipment for DNA isolation is that the resulting genetic material can be used with Diversilab system for Bacterial Barcoding. The DNA from the automated system will be used for developing a database of foodborne pathogens using the Diversilab. 1.Technical Requirements: a.The system must be compliant with FDA’s 21 CFR Part 11 regulations for electronic documents. b.Access to data must be control by username and password with limited idle time sessions. c.The system must be compatible with any freezer configuration and support all types of storage boxes. d.The system must have a search function that allows searching using a word or part of a word that results in a graphical display of the sample location. e.The system must store all information such as aliquot number, dates, web links and images associated with an unlimited number of samples and be capable of generating reports and providing notification for such things as low sample/aliquot number and expiration date. f.Import current spreadsheets from Excel spreadsheets. g.The system must be capable of adding samples to either a single or multiple locations within a box, move samples, boxes or entire racks within or between freezers with cut/copy/paste or drag and drop options. h.The system must have role capability to set access rules for inventory features and for end users. 2.Availability of service for systems: The vendor will have an established record of being able to service their systems, provide technical assistance and training The system must also meet the technical requirements, ability to service the equipment with readily available service personnel and offer service contracts and pricing. Ability to support the technical requirements, compatibility with existing systems and past performance will comprise the major percentage of the evaluation factors. CCR: Vendors must be registered in the Central Contractor Register (CCR) prior to the award of a contract. You may register by going to www.ccr.gov.
