- This publication serves as notice of intent to procure services from Louisiana State University for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service to investigate the feasibility of integrating multiple sub-model algorithms (biological and physical) into one unified computer model that will simultaneously execute all the sub-models and that will accurately simulate the production dynamics of marine ecosystems in the context of climate change. To be fully successful, the incumbent must work closely with the contractor from a companion contract "Tightly Coupled Dynamic End-to-End Marine Ecosystem Models - ROMS Modeler," and provide valid model code to incorporate into the unified numerical model. Thus we need a team of contractors and NOAA personnel that have a proven track record of successful, collaborative modeling work. The Recruitment Processes Program of the RACE Division, Alaska Fisheries Science Center is looking for a Principal Investigator who will be responsible for providing scientific and coding advice as part of the further development and implementation of the NEMUROMS.SAN computer simulation model on NOAA's Research and Development High Performance Computing System (RDHPCS). NEMUROMS.SAN is an end-to-end physics to fish to fishers model used to predict the affects of climate change on fish populations and their commercial fisheries. An initial version has been developed and can be run on personal computers and workstations. The incumbent will work with a team of NOAA scientists and another scientist from the "Tightly Coupled Dynamic End-to-End Marine Ecosystem Models - ROMS Modeler," contract to: (1) help configure the existing code for parallel computing on NOAA's multi-processor platforms; (2) provide coding advice to further develop and implement the NEMUROMS.SAN simulation model; (3) assist the team to design test simulations and interpret model output. The government intends to negotiate a frim-fixed price contract with a performance period 9/1/2009 to 9/30/2010. This notice of intent is not a request for competitive proposals.
