- This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. The National Library of Medicine (NLM) is seeking qualified small business sources for the duplication of high quality first-, second- and third-generation 35mm roll microfilm, third party sale of microfilm and offsite storage of print master microfilm for over a five-year period. Offerors should provide evidence of at least 3 years of successful corporate experience (within the last five years) in the execution of projects involving preservation microfilm handling, technical evaluation and duplication. The Library intends to have approximately 1,250 second- and third-generation duplicates generated from camera and print masters over a five-year. NLM needs to have second-generation (print master) negatives duplicated from older camera masters that are being evaluated as part of the Library's ongoing film inspection program. Some camera masters may be affected by acetate deterioration ("vinegar syndrome"). In some instances, NLM will need third-generation positive (silver) service copies for patron or staff use. Offerors are required to manage and conduct all financial, handling and shipping transactions for NLM domestic and foreign third-party sale orders placed by patrons and other libraries. Additionally, this requirement includes the following: 1) provision of a secure (locked, alarmed) facility in which all NLM duplication work is to be done; 2) provision of stable environmental conditions at all times during the transport, storage and duplication of NLM microfilm; 3) provision of a secure, monitored temperature- and humidity- controlled storage space suitable for silver-gelatin print negative microfilm; 4) provision of a smoke-free, clean work space away from traffic and eating and drinking areas, where duplication work can be performed in a relatively dust-free environment; 5) careful handling of NLM microfilm, including use of lint-free white cotton gloves, at all times; 6) careful and accurate evaluation of NLM film prior to duplication, using instruments that meet with NLM's prior approval and are cleaned, maintained and calibrated according to manufacturer specifications; 7) duplication by an experienced microfilm technician onto high- or medium-contrast polyester-based 35mm silver gelatin microfilm stock; 8) use of fresh expiration-dated film stock that meets with the Library's specifications; 9) use of clean microfilm duplication equipment that meets with NLM's prior approval, will not damage any NLM film, and is maintained and operated according the manufacturer's specifications; 10) use of acid-free microfilm boxes, string ties and inert plastic spools in compliance with the latest published version of ISO 18902, Photography - Processed Photographic Materials - Filing Enclosures For Storage (formerly ANSI IT9.2) for all newly-duplicated NLM film; 11) re-boxing and labeling of NLM camera masters shipped for duplication in old containers; 12) careful and accurate labeling of microfilm storage cartons using labels with an adhesive that meets with NLM's prior approval; 13) provision of insurance coverage for NLM microfilm in the event of loss or damage; 14) provision of a disaster-preparedness and damaged film recovery plan in the event of flood, fire or other catastrophe; and 15) consistent and timely provision of film duplication at a level of quality that will meet Library and patron use requirements. Offerors should demonstrate their ability to provide a technician to perform the duplication work who has had micro-photographic duplication training, is familiar with relevant microfilming standards and recommended practice, and has at least three years experience (within the past five years) with microfilm duplication. Offerors should demonstrate that a backup duplication technician with equivalent microfilm duplication experience is available to fill third party sale orders and NLM rush duplication requests. Offerors should demonstrate their ability to provide a Project Manager with a background in photography and micrographics and at least three years relevant experience (within the past five years) managing a microfilm duplication project, preferably one with a third-party sale management component. Capability statements must include a resume for the proposed Project Manager and at least three references (including current mail and e-mail addresses and phone numbers) who have knowledge of the offeror's recent performance on relevant projects.
