Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Proposal number W912L7-09-R-0011 is hereby issued as a Request for Proposal. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-31. The Tennessee Army National Guard has the following requirements. This requirement is being advertised unrestricted; the North American Industry Classification System {NAICS} code is 238210 with a size standard of $13.0 million. To improve these classrooms, Presentation Systems will be added for instructors to use to control the room as well as conduct briefings and classes. The term system is a general term referring to the wiring of a room for various Audio/Visual applications. Some of the rooms do not require a projector or speakers. For these rooms, a floor cabinet would suffice to house all the necessary wiring and components. Site Visit As the vendors notified with this Scope have already conducted a site visit, there is no need to conduct another. Scope: Specifics for each room will be listed by room number. Items 6 through 11 apply to the entire scope. 1)Room 106 a)Provide and install a Wall Mounted Control Cabinet. The cabinet will contain the following items: i)Push Button Control Panel ii)A/V Switcher iii)Power Conditioner iv)DVD/VCR Combo with Tuner The Cabinet will have the following salient characteristics: "Wall Mounted "Hinged Door to cover contents; smoked glass/plastic "Key/Lock Access/Security b)Provide and Install a Push Button Control Panel. The control panel will have the following salient characteristics: "Display ON/OFF Buttons "Source Device Buttons VCR, DVD, PC "Display Mute Button "DVD Controls "TV/VCR Controls "VCR Controls "Tuner Controls "Volume Controls "Support RS-232 and IR controls "All buttons will be physical buttons no virtual buttons accepted. c)Provide and Install Audio/Video Switcher. The player will have the following salient characteristics: "DVD Playback formats: Region 1 DVD, VCD, CD, DVD-R, DVD+R, DVD-RW, DVD+RW "VCR Playback format NTSC, 4 Heads, VHS "Programmable Television Tuner; all programming within the TNNG is an analog CCTV coax system. g)Provide and install Ceiling Mounted Projector. The projector will have the following salient characteristics: "3500 4000 Lumens "XGA, RCA Inputs "16:9 Format "1080p Resolution capable "Power Save Features h)Provide and install all necessary hardware to mount Ceiling Projector i)Provide and install Wall Plate for connecting to control cabinet. The wall plate will have the following salient characteristics: "Input: HD-15 Female connector and 3.5 mm stereo jack "Output: 5-BNC Female Pigtails; audio on captive screw connector "Compatible with VGA-UXGA "250 MHz {-3 dB} RGB video bandwidth "Accepts unbalanced line level stereo audio input signals and outputs as balanced or unbalanced audio "AC Powered j)Provide one {1} HD-15 Male with 3.5 mm Stereo Audio Plug to HD-15 Male with 3.5 mm Stereo Audio Plug, 10 ft length. These cables will provide access to the control system as well as to the 52 inch TV installed within the room. k)Provide and install Wall Mounted Speakers. The speakers will have the following salient characteristics: "Compact full-range speaker "3 inch {7.6cm} full-range driver with a tuned bass reflex port "Frequency response: 75Hz to 18kHz "Internal driver overload protection "Dimensions: 8.75 inch H x 5.75inch W x 5.6 inch D l)Provide and install any necessary power for locations of control cabinet and projector. HDTV will come from Room 304. c)Provide and Install RG6 Quad-shielding coaxial cable for use with 42 inch HDTV (item b). The coax needs to be contained and accessed through a wall plate. d)Provide and install a floor cabinet. The floor cabinet will have the following salient characteristics: "Will house a DVD/VCR Combo Player "Will house a HD-15 Male and 3.5 mm Stereo Plug Cable for a GF Laptop. e)Provide and Install DVD/VCR Combo Player with Tuner. The player will have the following salient characteristics: "DVD Playback formats: Region 1 DVD, VCD, CD, DVD-R, DVD+R, DVD-RW, DVD+RW "VCR Playback format NTSC, 4 Heads, VHS f)Provide and Install a direct connection from the DVD/VCR Combo Player {item e} to the 42 inch HDTV {item b}. This connection needs to run through the wall where the cabinet will be located, over the ceiling, and through the wall into the 42 inch HDTV inputs. g)Provide and install a direct VGA/Audio connection from the Cabinet to the 42 inch HDTV. This connection will be from the cabinet, through the wall, over the ceiling, and into the HDTV inputs. The connection will have the following salient characteristics: "HD-15 Male to HD-15 Male VGA Cable "3.5 mm Stereo Plug to 3.5 mm Stereo Plug "Connection should be capable of carrying a video and audio signal with very little to no signal loss. 4)Room 401-G a)Provide and install a floor cabinet. The floor cabinet will have the following salient characteristics: "Will house a DVD/VCR Combo Player "Will house a HD-15 Male and 3.5 mm Stereo Plug Cable for a GF Laptop. b)Provide and Install DVD/VCR Combo Player with Tuner. The player will have the following salient characteristics: "DVD Playback formats: Region 1 DVD, VCD, CD, DVD-R, DVD+R, DVD-RW, DVD+RW "VCR Playback format NTSC, 4 Heads, VHS c)Provide and Install a direct connection from the DVD/VCR Combo Player (item b) to the 42 inch HDTV already installed in the room. This connection needs to run through the wall where the cabinet will be located, over the ceiling, and through the wall into the 42 inch HDTV inputs. d)Provide and install a direct VGA/Audio connection from the Cabinet to the 42 inch HDTV. This connection will be from the cabinet, through the wall, over the ceiling, and into the HDTV inputs. The connection will have the following salient characteristics: "HD-15 Male to HD-15 Male VGA Cable "3.5 mm Stereo Plug to 3.5 mm Stereo Plug "Connection should be capable of carrying a video and audio signal with very little to no signal loss. 5)Room 410 a)Install GF 42 inch HDTV and wall mount in pre-determined location. HDTV will come from room 203. b)Install GF 26 inch HDTV and wall mount in pre-determined location. HDTV will come from room 308. c)Provide and install RG6 Quad Shielding Coaxial Cable to items a and b. Coax must be contained and accessed through a wall plate. 6)Provide and install any necessary power outlets or wiring for proper operation. 7)Provide and install any data ports or cable needed for proper operation. Please note, NO WIRING OR CABLES should be visible when job is complete. If installation in ceiling and walls are necessary, supply any needed materials for clean and controlled installation. NO WIRING/CABLES SHOULD BE DRAPED OVER CEILING TILES. 8)Provide at least a one (1) year warranty on all parts and labor. 9)Provide and install any necessary hardware or cables to ensure proper operation. 10)Provide any necessary training and instruction to essential personnel. 11)Vendors should have recent and relevant past performance. Recent is defined as having performed this type of work within the past two {2} years. Relevant is defined as having performed a classroom instructor station installation of at least Eighty Percent {80%} of the dollar value of the vendors proposal. Proposals Vendors shall submit two {2} proposals in response to this solicitation: a pricing proposal and a technical proposal. 1.Pricing proposal shall consist of an itemized list of all parts and labor proposed for the project as well as total cost. 2.Technical Proposals shall consist of the following: a.A list of all parts identified by brand name, model number and quantity that shall be installed for this project. b.A maintenance plan evidencing the vendors ability to respond within the required time frame. The required time frame is dependant upon the severity of the technical problem, though average response time is generally within 24 hours. c.The Vendors proposed warranty d.The vendors proposed installation schedule e.No Cost estimates or totals. Evaluation Vendor evaluation will be based upon the following items: "Recent Past Performance "Relevant Past Performance "Best Value for services/equipment provided. Best Value is defined as providing the best equipment available that meets or exceeds the specifications within the scope of work. Evaluation will be conducted by technical personnel of the Tennessee National Guard as well as Purchasing and Contracting official{s}. The Purchasing and Contracting official{s} will have the final determination for the award of the contract based upon the information provided by the Vendor and feedback from the technical personnel of the Tennessee National Guard. 1. The Government intends to award a single contract to the offeror deemed responsible in accordance with the Federal Acquisition Regulation {FAR}, whose proposal conforms to the RFP's requirements and is judged to represent the Best Value to the Government. The Best Value is the most advantageous offer, price and other factors considered, and is consistent with the Government's stated importance of evaluation criteria. This may result in award being made to a higher-rated, higher-priced offeror, if the Contracting Officer determines that the past/present performance of the higher-priced offeror outweighs the cost difference. Offers will be evaluated using the criteria listed in Evaluation Factors for Award. Noncompliance with the RFP requirements may raise serious questions regarding an offerors past performance and/or cost performance and may be grounds to eliminate the proposal from consideration for contract award. Failure to include all information requested may adversely affect the evaluation. A proposal that merely reiterates or promises to accomplish the requirements of the RFP will be considered unacceptable. A proposal that is orderly and sufficiently documented will be easy for the Government to understand and will enable the Government to perform a thorough and fair evaluation. The Contracting Officer will conduct proposal compliance review after closing for determination of basic proposal adequacy prior to providing the proposals to the evaluators. Failure to provide a complete proposal, all 2 Sections, may result in the proposal being removed from further consideration for award. Offerors must ensure that no pricing information is displayed in the Technical Proposal, pricing information will be in the Pricing Proposal. Past Performance Proposal and include technical capabilities, information demonstrating relevancy to the past performance. Although the assessment of Past Performance as a specific evaluation factor is separate and distinct from the Determination of Responsibility required by FAR Part 9, Past Performance information obtained herein will be used during the Governments responsibility determination. The Government also reserves the right to obtain additional information solely for the purpose of making a responsibility determination from all offerors after receipt of proposals. Request for responsibility information does not constitute discussions. The Government reserves the right to reject any or all offers if such action is in the Government's best interest. ENFORCEABILITY OF PROPOSAL: The proposal must set forth full, accurate and complete information as required by this solicitation. The Government will rely on such information in the award of a contract. By submission of the offer, the Offeror agrees that all items proposed {if applicable e.g., key personnel, etc.} will be utilized for the duration of the contract and any substitutions will require prior Contracting Officer's approval. 2.EVALUATION FACTORS FOR AWARD The evaluation factors are Past Performance and Price. The relative importance of the evaluation factors that will affect the contract award are as follows: Past performance is approximately equal to price. The evaluation process is as follows: PAST/PRESENT PERFORMANCE EVALUATION The Past Performance evaluation will consider such things as an offeror's business practices, customer relationship, ability to successfully perform as proposed, and other considerations as described in Present Performance Sub-factors, elements and other considerations. Past Performance includes current/on-going (present) performance complete to 70% percent. To arrive at a Best Value decision, the Technical Representatives and the Contracting Officer will evaluate past performance and price. The evaluation may take into account Past Performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to this acquisition. The evaluation will also consider information provided relative to corrective actions taken to resolve problems on past or existing, contracts. An offeror with no relevant Past Performance may receive a rating based on the evaluation of its predecessor companies, and or key personnel. These ratings may not have the same weight as the ratings of the proposing company. If such information is not applicable (i.e., the offeror does not have a predecessor company, key personnel with relevant experience), the offeror shall be evaluated as Neutral. However, the proposal of an offeror with no relevant Past Performance history, while rated Neutral in Past Performance, may not represent the most advantageous proposal to the Government and thus, may be an unsuccessful proposal when compared to the proposal of other offerors. Offerors without previous Government contracts shall be rated neutral in the area of compliance with small business concerns requirements. In accordance with FAR 15.306{a}{2}, if award will be made without conducting discussions, offerors may be given the opportunity to clarify certain aspects of their proposals, e.g., the relevance of an offeror's past performance information and adverse past performance information to which the offeror has not previously had an opportunity to respond or to resolve minor clerical errors. Current means performance occurring within the last two {2} years for the period beginning two years prior to the solicitation release date. Within this period, performance occurring later in the period may have greater significance than work occurring earlier in the period. The following apply to weighting relevancy considering all the elements listed above; VERY RELEVANT - Past/present performance efforts may have involved the magnitude of effort and complexities, which are essentially what this solicitation requires. RELEVANT - Past/present performance efforts may have involved less magnitude of effort and complexities, including some of what this solicitation requires. SEMI-RELEVANT - Past/present performance efforts may have involved much less magnitude of effort and complexities, including some of what this solicitation requires. NOT RELEVANT - Past/present performance efforts may have involved none or significantly less magnitude of effort and complexities, to what this solicitation requires. Offerors who otherwise have satisfactory performance on previous projects may be rated neutral if those projects are not considered relevant to the proposed acquisition and relevancy cannot be obtained through the evaluation of key personnel. Projects that are not current will not be considered in the evaluation. 3.PRICE EVALUATION The purpose of the price/cost evaluation is to determine whether an offeror's proposed prices/costs for the project are reasonable and realistic in relation to the solicitation requirements and demonstrate an offerors understanding of the proposal requirements. The Government will conduct a price/cost evaluation of each offeror's proposal to determine whether or not each proposal complies with the stated criteria: Reasonableness and Realism. Those proposals evaluated as not satisfying all of the price/cost criteria may be eliminated from further consideration unless the Contracting Officer determines: In the event a minor clerical error has occurred, in which case the offeror may be given an opportunity to correct the minor error within the constraints of the clarifications process or The Contracting Officer determines discussions are required. Reasonableness of an offeror's proposal is evaluated through cost as described in FAR Subpart 15.305{a}{1} and {4}. For cost {Price} to be reasonable, it must represent a cost {Price} that provides value to the Government when consideration is given to prices in the market and functional capabilities of the offeror. Realism is evaluated by assessing the compatibility of proposed costs with proposal scope and effort. For cost {Price} to be realistic, it must reflect what it would cost the offeror to perform the effort if the offeror operates with reasonable economy and efficiency. Proposals unrealistically high or low in price, when compared to the Government estimate, and market conditions evidenced by other competitive proposals received, may be indicative of an inherent lack of understanding of the solicitation requirements and may result in proposal rejection without discussion. Any inconsistency, whether real or apparent, between proposed performance and price must be clearly explained in the price proposal. For example, if unique and innovative approaches or conditions are the basis for an unbalanced/inconsistently priced proposal, the nature of these approaches and their impact on price must be completely documented. The burden of proof of cost {Price} realism rests solely with the offeror.
