Description
The United States Department of Transportation (DOT), Research and Innovative Technology Administration (RITA), Volpe National Transportation Systems Center (Volpe Center) intends to issue a competitive Request for Quotation (RFQ) in accordance with Simplified Acquisition Procedures (SAP), FAR Part 13, for analyst manpower to assist with the Aviation Environmental Design Tool (AEDT) data analysis and fuel consumption model development. The AEDT computer tool is a robust, new, comprehensive suite of aviation environmental analysis tools and methodologies intended to provide functionality not available in existing analytical tools, such as assessment of interdependences between aviation-related noise and emissions and analysis of the costs and benefits of proposed actions. The long-term goal of AEDT development is to provide a seamless, comprehensive set of tools to address all aspects of noise and emissions. This effort will require significant levels of data analysis, model development and information exchange performed by proven analysts in the field of aviation noise and emissions modeling. The Volpe Center is also developing fuel consumption models for turboprop and piston fixed-wing aircraft and helicopters commonly operated both in the United States and in high-density traffic areas, such as Europe. These models will work within the AEDT modeling system. Data to be used by the new turboprop, piston, and helicopter fuel consumption models for fixed and rotary-wing aircraft operating as air tour aircraft will be development and validated. The main objectives are to provide the FAA and the Volpe Center with significant analyst manpower for the purpose of AEDT data analysis and AEDT and fuel consumption model development; and flexibly take on data analysis and model development assignments and provide a written report on the findings in a timely manner. A complete statement of work will be set forth in the Request for Quotation (RFQ). RFQ issuance will be on or about August 24, 2009. The applicable North American Industry Classification System (NAICS) code for this requirement is 541990 and the small business size standard is $6.5M. Interested firms must submit a written capability statement to the above named point of contact providing clear and convincing evidence of the firms? capability to provide the required services. Written capability statements must be submitted within fifteen (15) calendar days from the date of publication of this synopsis. Responses received after fifteen (15) calendar days or without the required documentation will be considered non-responsive and will not be considered. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The Government will not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to the synopsis, is solely within the discretion of the Government. ATTENTION: Small and Disadvantaged (SDB), Women-Owned, and Disadvantaged Business Enterprises (DBEs). The Department of Transportation's (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation-related contracts. The Maximum line of credit is $750,000. The STLP loan has a variable rate, which is connected to the prime rate.
