Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-35. This announcement constitutes the only 100% total small business set aside solicitation and a written solicitation will not be issued. This synopsis, NAICS code 541990, is to notify contractors that the government intends to issue a Firm Fixed Price Purchase Order in accordance with FAR Part 13.106 for the following statement of work, under the simplified acquisition procedures. Any firm that believes it is capable of providing the required service as stated herein may submit a capability statement to document its ability to provide the required services. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Award will be made to the party whose quote offers the best value to the Government, technical, price, and other factors considered. The Government may award this contract to other than the lowest price technically acceptable quote. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor described to "Meet or Exceed the Requirement," 2) Past Performance and 3) Price. Technical Capability and Past Performance, when combined, are significantly more important than price. This solicitation is issued as a Request for Quote (RFQ). The Food and Drug Administration (FDA) intends to award a purchase order for a scientific camera. General Duties/Description of Work The existing imaging system consists of different parts manufactured and assembled by different providers. (a) fluorescence microscope, NIKON 80i, (2) automated excitation filter platform for q-dots accessories, (3) excitation/emission filters by Chroma (4) fiber optic cable, coupling parts and imaging software provided by Biovision and (5) Complete Assembly was done by Biovision Technologies (6) CCD Camera by Photometric This system is an upgrade to the existing Fluorescence Imaging System, which will enable us to identify and characterize the cancer antigens and targets in human specimens and pre-clinical samples obtained from in vivo models of human cancers. It will enhance our detection capabilities as it will minimize interference and hindrance of most of the biomoleules that emit the signals below infrared frequency. Location The instrument is located in the Tumor Vaccines and Biotechnology Branch at the Division of Cellular and Gene Therapies, Office of Cellular, Tissue and Gene Therapy, Center for Biologics Evaluation and Research, NIH Building 29B, Room 2G05, 29 Lincoln Drive, Bethesda, MD 20892. Equipment Use The supplier is to provide IR camera, all tools, parts, travel, labor, phone support, after sale PM visits and expertise as needed to return the instrument to full service. Detailed Specifications BioVision Technologies, Inc. Product ID#CII-1024-M-LVDS-16-AC-110 Scientific Camera with 16 Bit, 1024x1024 pixels, 13 micron pixels, 10 MHz Digital monochrome Camera with charge multiplication gain capability; Air cooled to -60 degree. Quantity: 1 Product ID#CY5.5-A-NTE-Zero CY5.5 – A – High brightness and contrast single-band filter set – Nikon 80i filter cube Quantity: 2 Initial Installation for all components. Includes software re-configuration for new hardware. Also includes custom software macros for ease of use and customization to user’s workflow. The imaging system camera shall be capable of imaging with 16 Bit, 1024x1024 pixels, 13 micron pixels, 10 MHz, Digital Monochrome Camera with charge multiplication gain capability; Air Cooled to -60 degrees. It should be able to capture low levels of infrared signals. It shall be compatible in the existing fluorescent and visible excitation and emission range as well as the optics and objectives. 1.The service provider shall possess trouble-shooting capabilities based on demonstrable, complete knowledge of the entire instrument, immediate access to certified replacement parts. 2.Service Technologists who are trained and certified by the manufacturer shall provide Service. Technologists should have access to the manufacturer’s latest technical developments, repair procedures, application updates, and planned maintenance procedures. 3.The contractor shall enable the Project Officer to have access to the manufacturer’s call center for technical assistance, which is staffed by senior engineers to provide a high level of expertise for troubleshooting the instrument. 4.The supplier shall be able to guarantee that a service representative will be able to schedule the on-site visit within two business days of the call and must begin work on-site within one week of scheduling the service. 5.The supplier shall provide all travel, labor and parts at no additional charge. CCR: Vendors must be registered in the Central Contractor Register (CCR) prior to the award of a contract. You may register by going to www.ccr.gov.
