THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W911YN09-R-0006. The following are points of clarification to the Statement of Work and Solicitation #W911YN09R0006 and Questions and Answers from Site Visit PROPOSAL DUE DATE HAS CHANGED TO 11 AUGUST 2009, NOT LATER THAN 2p.m. Throughout solicitation change name from AWT/Petting Zoo Assembly Area to Cantonment Remote Requirements remain the same. ITEM 0001 SLEEPING TENTS Base Camp Cantonment is to allow for 54 square feet of space per soldier. FOB North and South will remain at 72 square feet per soldier. ALARACT 142/2007 ADENOVIRUS disease prevention and control specifies directions for the set up of cots in order to prevent viruses and diseases. All sleeping tents may be clear span, pole, or other technically acceptable alternative and must be separated by gender. FOB South will NOT have perimeter access road. FOB North will have a perimeter access road. ITEM 0001A SITE IMPROVEMENTS FOB South will be root raked and back bladed by CBJTC. Contractor may use stone or clay ONLY for improvements. All contractor provided improvements must be removed at completion of exercise. ITEM 0002 TAADS / PMI TENT 1 each Clear span tent only. ITEM 0002A SAND TABLE TENT 1 each Clear span tent only. ITEM 0003 SIMEX TENT COMMAND POST Tents are to be set up in two rows of 4 tents with one row in front of the other. wood or flex matt flooring required. Each tent will have two (2) portable approx 8 projection screens (total 32). ITEM 0003A SIMEX TENT MAYORIAL 2 each 1 tent per FOB with no projection screen. ITEM 0004 FEEDING TENTS - COOKING All feeding tents will have HVAC. Base cantonment is primary food preparation and cook site. Food may be stored at each cooking location. For numbers to be fed, refer to Feeding matrix. ITEM 0004A REMOTE FEEDING TENT Contractor to provide MERMITES or comparable to transport food to the range feeding tents. Change Ranges Locations TBD), 3 remote feeding tents to 12 feeding tents -1 each in Training areas S1, S2, S4, S5, S10, S11, S12, T3, AWT1 and 3 at remote weapons ranges - site TBD Replace Feeding chart in solicitation with attached Feeding Chart No location change. ITEM 0006 AID STATIONS 2 ea. / 1 per FOB Provide clear span or pole tent as Aid Station. Contractor to provide inside partitions. ITEM 0007 VEHICLE MAINTENANCE TENT HVAC and flooring is not required. Cooling methods are bid at your discretion. Tent size will be 50x100 with 2 12 high doors to include lights and electricity and be ready for use 15 September 2009 15 January 2010. Tent is to have side walls Requirements of water, hand wash stations, lights, port-o-lets; etc will be required through 15 Jan 2010. Underground utilities are not an issue at this time. ITEM 0008 WEAPONS CLEARING BARRELS Delete Requirement ITEM 0009 PHOTO COPIER RENTAL Delete Requirement ITEM 0011 REFRIGERATION UNITS Change from 5 units to 1 each at each Aid Station. These are Medical refrigeration units, Stainless steel 3.3cf. ITEM 0013 PORTABLE SHOWER UNITS 1 shower/sink is required per 10 soldiers. ITEM 0015 DRINKING WATER Second sentence delete and 200 gallons of drinking water per range per day. ITEM 0016 ICE Est. 144 soldiers at each range site. Ice can be provided in either 10 or 20lb bags. Ice will be picked up by unit each day for remote locations ITEM 0017 PORTABLE LIGHT SETS Light sets will located at the following locations: FOB North FOB South Feeding Tents (Primary & Remotes) Maintenance Tents Cantonment Living Area TAADS / PMI Tent Sand Table Tent ITEM 0018 GREY WATER REMOVAL Grey water must be removed from all locations not supported by CBJTC manholes. Absolutely no dumping of chemical toilets in CBJTC manholes. ITEM 0019 PERIMETER FENCE Government will provide concertina wire and pickets for the stated sites. Contractor to provide own tools and protective gear to complete requirement. When setting up, operations inside of fence, contractors should place cooking/feeding area near gate. There will be no separate gate for cooking/feeding area. ITEM 0022 CATERED BREAKFAST MEALS All meals will be served between 0500 0630 daily. Soldiers will be rotated through during this time frame. ITEM 0023 CATERERED DINNER MEALS All meals will be served between 1700 1830 daily. Soldiers will be rotated through during this time frame. ITEM 0024 WARMING AND COOLING BEVERAGES Vendor to provide at all feeding sites. Units will draw daily for ranges. DA PAM has requirements for additional services; however, contractor is only required to provide 30 gal electrolyte / 30 gal coffee. ITEM 0025 DUMPSTERS Provide dumpsters from company different than company used by CBJTC. Number of dumpsters is 18 ea with lids to be placed at specified locations Matrix to be provided. Additional dumpsters at feeding sites (Anywhere with food), must be maintained to avoid vermin, rodents and unsanitary conditions. How many and what size is at the discretion of the contractor. ITEM 0026 CHEMICAL TOILETS Absolutely no dumping of chemical toilets in CBJTC manholes or campground dump site. 75 ea Matrix will be provided for placement ITEM 0027 HAND WASHING STATIONS Required at all feeding location at a ration of 1 station per 6 soldiers If toilet trailers and shower trailers also provide sinks, these may be included in total requirement. ITEM 0030 POWER GENERATION Delete third sentence Be prepared to provide power to an additional &.. (inside government provided tentage). Generators will be placed 30 50 feet away from all tents. ITEM 0031 MILVANS/CONEX Requirement is for either 4 each 40ft. Milvan per FOB or 8 each 20ft Milvan per FOB. Additional requirement of 15 ea 20ft Milvans/conex, placement TBD MISCELLANEOUS Meal Standards 21 day menu is attached. Include with proposal number of days to set up and breakdown. Provide contractor hurricane plan. Selected contractor will have 24 hour access during this exercise. OTHER CONTRACTOR QUESTIONS: Q. Will there be training on the routes we use for service routes to the FOB's that will delay our trucks significantly? A. It is a possibility. Q. Should the dollar figure for fuel be included in the total number from each company that determines the lowest bidder? For example, Company A could estimate $700,000 for fuel and beat Company B that estimates $900,000 by $50,000 in the overall bid. If Company A then actually uses $900,000 in fuel, which Company B accurately predicted, the government would have save $150,000 by having made the award to Company B. A. Yes, include fuel estimate in all proposals. Each proposals estimated fuel cost should be within dollars of each other and should not be an issue. Fuel shall be invoiced and paid per actual fuel usage. Delivery tickets required with invoice. Q. We did not address the light towers in the Cantonment area. How should this be addressed? A. This was discussed and light shall be provided at each feeding site and the Cantonment overflow living area. Q. Will we be able to commence building all sites or certain sites immediately upon award? A. In this document contractors have been asked to give number of days for set up and break down. The start date will be determined by the selected contractors time proposed. Q. Are there drop-dead dates as to when all equipment has to be removed from the site? Are there different dates for different sites utilized in the overall exercise? A. The dates in question are in the Solicitation under each section and yes, there are different dates for different sites. Q. What is the governments plan for monitoring the head counts at each location? Will a person be provided or a system by the government for ensuring accuracy for each feeding location. Most contractors rely on the plate count method. Will there be a system in place for reducing 2nd portions by soldiers. A. Government will manage headcount process, review feeding reports and coordinate with dining facility manager(s) daily. Q. Will the government be providing a chart for each feeding location for each day for the duration of the contract? A. Matrix is attached. Q1. Verify the Contractor may utilize the meal counts provided in the SOW for the 1st 10 days of the contract as referenced during the site visit. Q2. Verify the government will give the contractor 72 hours notice after the 1st 10 days of meals for changes up or down in the meal counts allowing the contractor adequate time to prepare provisions. A1&2. This is correct; however utilize the attached feeding matrix. Q. Does the government agree that meals ordered will be billed even if the government falls short of actual head count? A. Yes Q. Elaborate on the Army Meal Allowance for meal periods of $5, $7, $9 per day. During the site visit the discussion referenced staying within these figures for meals. Then it was discussed that these figures only included food costs and then the contractor was to add additional figures for (profit, operating expenses, and labor) Clarify this discussion. A. Disregard, this is not a requirement. Q. Is there Bunk/ RV parking to accommodate contractor support personnel? A. Yes, a location will be provided.
