- 1. Position Title: Family Planning/Reproductive Health Officer. 2. Market Value: GS-13 Equivalent ($70,615 - $91,801). Final compensation will be based upon the candidate past salary history and work experience. 3. Place of Performance: Kampala, Uganda 4. Period of Performance: Two year contract with option for three one year contract periods depending on continuance of need, availability of funds, and demonstrated performance. 5. The Family Planning/Reproductive Health Officer position requires a US citizen offshore or resident or TCN possessing a high level of technical expertise in family planning and reproductive health to participate as a member of the Health Subteam with the Uganda Mission’s Strategic Objective 8 Investing in People Team. 6. Education: A graduate degree in a relevant discipline such as health, social science or other field related to international development and/or public health. 7. Technical Experience and Skills: Minimum of seven years of progressively responsible experience working for a USG agency and or a development organization, at least three years of which were spent in a developing country supporting development programs. Strong technical knowledge of family planning and reproductive health, maternal and child health, HIV/AIDS and other health issues highly desirable. In-depth knowledge of health and family planning services delivery programs and systems in developing countries, both in the public and private sector. Extensive familiarity with USG policies and requirements, including family planning compliance requirements, preferred. Demonstrated experience working collaboratively with host-country counterparts at national and decentralized levels. Demonstrated experience in providing effective oversight of project activities and budgets. 8. Teamwork and Interpersonal Skills: Demonstrated strong interpersonal skills and ability to work in a multi-cultural team, to take on leadership in a technical area and experience working closely with government decision-makers and program managers at central and decentralized levels in a developing country. 9. Language, Communication and Computer Skills: Strong written and verbal communication skills: Must be fluent in English, FSI Level 4 and have proven ability to communicate quickly, clearly and concisely in both speech and writing, excellent writing skills must include ability to produce and edit documents in a timely manner, able to facilitate meetings and make logical and persuasive oral presentations to senior officials and partners in a multi-cultural context and Strong computer skills able to produce concise, clear reports and utilize word processing, spreadsheet and database programs. Introduction: USAID Uganda seeks to hire a US citizen offshore and resident or a TCN to serve as Family Planning/Reproductive Health Officer to provide strategic direction and technical guidance and to the SO8 Health subteam’s family planning/reproductive health program and ensure appropriate linkages to the SO8’s HIV/AIDS and Education subteams, the Mission as a whole, other USG agencies, the GOU, and donor and other implementing partners. The incumbent will work with partners in the Ministry of Health, USG Agencies including CDC and State Department, donors and implementing partners to achieve the intended Mission, SO8 results in family planning/reproductive health. The Family Planning/Reproductive Health Officer shall specifically: 1. Leadership: Provide strategic, programmatic and technical leadership on family planning and reproductive health issues to include but not limited to: Providing leadership for a strong national response; Understanding the Uganda sociopolitical landscape; Prioritizing and tailoring responses to changing dynamics; Setting ambitious but realistic goals, activities and targets for the family planning program; and Using data to guide family planning program efforts. 2. Project Management: Serve as the designated Contracting Officer Technical Representative COTR/AOTR and/or Activity Manager for bilateral and field supported family planning activities; Conduct regular field visits to project sites; Serve as the RH/FP point person for USAID in submitting annual plans, semi annual and annual reports; Provide technical input and guidance into implementing partners’ annual work plans; Ensure appropriate and timely financial management of partner activities. 3. Collaboration: Work in close collaboration with SO8 Team Members on issues of family planning/reproductive health such as the contraceptive supply chain, and integration into other Health or Education activities, as appropriate, and with other Mission initiatives to achieve the goals, objectives and results of SO8 and the Mission at large; Provide senior strategic technical advice for, and prepare portions of planning and budget documents, such as the operational plans, semi-annual and annual progress reports, and participate in the interagency working groups. 4. Donor/GOU relationship: Identify and foster partnerships with other donors engaged in RH/FP; Represent USAID on the Ministry of Health (MOH) Family Planning Revitalization Working Group and coordinate with the other Donors and the MOH on planning strategically for family planning and reproductive health efforts in Uganda; Perform other duties as assigned or required. 5. The Family Planning/Reproductive Health Officer shall be supervised by the SO8 Deputy Health Subteam Leader or designee.
