- RFP No. 486-08-035 Solicitation for US Personal Services Contractor (USPSC) – Regional Climate Change Adaptation Advisor, USAID/RDMA, Bangkok, Thailand RFP No. 486-08-035 Solicitation for Personal Services Contractor (PSC) – Regional Climate Change Adaptation Advisor, USAID/RDMA, Bangkok, Thailand The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking proposals (Standard Form 171's or 612’s) from U.S. citizens interested in providing the PSC services described in the attached. The Regional Climate Change Adaptation Advisor will work under the general direction of the Director of the Regional Environment Office and provide expert technical and policy advice to the REO on a broad range of issues related to climate change and its impacts on the hydrologic and oceanographic processes that impact ecosystems and the people who depend upon them for food security and livelihoods. Freshwater resources; terrestrial, coastal, and marine ecosystems; small islands; and deltas and other low-lying areas will all be areas of concern. The incumbent will plan and manage adaptation programs, overseeing both the technical and administrative aspects of program management, and coordinate directly with bilateral USAID missions in the region, USAID/Washington, U.S. Embassies, the broader US Government (USG) agencies working within the RDM/A region, as well as host government counterparts and donor organizations. In addition, the incumbent will oversee other REO water-related activities in the water supply/sanitation and coastal/marine sectors and supervise two technical specialists who have direct project management responsibility in these areas
