Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation, NBCHQ090201, is being issued as a Request for Quotation (RFQ). (iii) A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-29. (iv) This procurement is a small business set aside. The NAICS code is 541330 and the size standard for this NAICS code is $27 Million. (vi) The following commercial service is requested in this solicitation: Transitioning Key Technologies to the Operational Users Study located at the National Defense University in Washington D.C. (vii) Services will be conducted at The National Defense University in Washington D.C. (viii) The following provisions and clauses apply to this acquisition: The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items. DUNS, Cage Code, tax ID, terms and conditions shall be submitted with quote. All firms must be registered in the Central Contractor Registration Database at www.ccr.gov in order to be considered for award. The National Defense UniversityCenter for Technology and National Security Policy Statement of Work Transitioning Key Technologies to the Operational Users 1. BACKGROUND There is a broad understanding in the national security community that the future of conflict is likely to differ considerably from prior examples of traditional warfare. The broad consensus is that the "future face of warfare" or "Irregular Warfare (IW)" will be characterized as follows. First, IW is as strategically important as traditional warfare. Second, IW subsumes several key operations and activities (e.g., counterinsurgency, counter-terrorism, strategic communication, information operations, cyber operations). Third, the focus of IW operations is a relevant population. Fourth, IW activities must be synchronized with the efforts of key Government Agencies, foreign security partners, International organizations, non-governmental organizations, and the private sector. Thus, it must address Interagency and "Whole of Government" issues. Finally, IW depends upon our understanding of human and social dynamics. Thus, a major challenge is to create and transition key planning tools to the operational user that will enable him to deal with the "future face of warfare". 2. OBJECTIVE A. The Department of Defense (DoD) has the requirement to enhance the timely injection of key planning tools to the operational users. B. The successful transition of these key technologies will require the development of enhanced methods, tools, data, services (e.g., Verification, Validation, and Accreditation (VV&A)), and intellectual capital (e.g., education and training). C. Given the "face of future warfare", it is critical to deal with the problem from an Interagency and "Whole of Government" perspective. 3. TASKS A. Organize and Contribute to Workshops to Enhance the Transition of Key Planning Tools to the Operational Users. Activities will be undertaken to help organize, execute, and document workshops that address the challenges associated with transitioning innovative planning tools to operational users. First, efforts will be undertaken to help structure the workshop (e.g., develop Terms of Reference; develop the structure of the workshops; identify the workshop participants; support the generation of "use cases"). Second, steps will be taken to help implement the workshop (e.g., chair the synthesis panel to generate a holistic perspective of the workshop). Finally, reports will be prepared that document the key findings and recommendations from the workshops. B. Support a Joint Capabilities Technology Demonstration (JCTD) to Facilitate the Transition of Key Planning Tools to the Operational User. Activities will be pursued to provide expert advice on a proposed JCTD to identify and transition planning tools to support the operational user. These efforts will include providing assistance in: developing an architecture for integrating proposed planning tools; identifying and implementing a VV&A process to provide an independent assessment of the integrated tools. In addition, assistance will be provided to support the execution of the JCTD. C. Participate in a Multidisciplinary University Research Initiative (MURI) activity to support Science and Technology (S&T) efforts to create new tools to support operational planning. Activities will include assistance in structuring the MURI activity; performance of background research for the selected regions of interest; and assistance in the assessment of proposed S&T efforts. D. Perform additional tasks and duties associated with the creation and transition of new planning tools to the operational user. These include interacting with Joint Forces Command (JFCOM) (e.g., discussions with the Joint Irregular Warfare Center (JIWC)) and coordinating with related Interagency and "Whole of Government" initiatives (e.g., the Human, Social, Cultural Behavior Modeling Test Bed). 4. MINIMUM REQUIREMENTS A. A minimum of 10 years experience working with Science and Technology issues, especially with regard to the Department of Defense, national security, and IW operations is highly desirable. B. Candidate shall demonstrate an intimate understanding of the Department of Defense, with past senior leadership positions in both the public and private sectors. C. Candidate shall demonstrate past working relationships with key subject matter experts from government, industry, academia, and think tanks, for the successful creation of workshops as required by the contract. D. Contractor that has been published in defense and technology-related papers and books is highly desirable. E. A Doctorate in a field related to Science and Technology is preferred. 5. PAST PERFORMANCE The US Government places great importance on a Contractor's past performance. Along with a proposal, the Contractor must supply Points of Contact (POCs) for 2 previous contracts held with the Federal Government. Contractor must indicate if no previous contracts held. 6. PLACE(S) OF PERFORMANCE The majority of work will be performed at the National Defense University. 7. PERIOD OF PERFORMANCE The period of performance for this task order will be for 3 months, from date of award with 3 option years to continue research. 8. TRAVEL 5-7 CONUS and OCONUS trips will be required in the base year of this contract, and are subject to FAR regulations. 9. TYPE OF CONTRACT: The task order will be a Firm Fixed Price Contract. 10. GOVERNMENT FURNISHED PROPERTY GFP will be supplied for work completed on-site. 11. CLEARANCES The contractor will require a Top Secret clearance. 12. DELIVERABLES A. The contractor will develop reports that will document findings and recommendations from the workshops that will be supported. (30-50 page reports for 3-5 workshops). B. Assist in the gathering and synthesizing of requirements to support the development of operational planning tools to support the operational user. Assistance will be in the form of attendance at meetings, conferences and research related to the JCTD. C. Help develop a report documenting the efforts associated with supporting the proposed JCTD. (30-50 pages) D. Help develop a report documenting efforts to establish and implement a MURI focused on the Science and Technology for planning tools to support the operational user. (30-50 pages) E. Monthly Status Report: Report will include: "Work completed"Issues or obstacles impeding progress and recommended solutions "Status of deliverables "Summarize the efforts of each primary task in the Government SOW The COTR shall receive the Monthly Status Reports. F. Monthly Financial Report: Reporting requirements for the financial reports will be outlined and submitted to COTR. It is expected that these will include: "Budgeted total and budgeted monthly hours "Actual hours expended for the reporting period by unit including breakdown by labor category and name The COTR shall receive the Monthly Financial Reports.Deliverable Table The table below delineates the deliverables and their respective due dates required during the performance of this task. NON-PERSONAL SERVICES STATEMENT Contractor employees performing services under this order will be controlled, directed, and supervised at all times by management personnel of the contractor. Contractor management will ensure that employees properly comply with the performance work standards, outline in the statement of work. Contractor employees will perform their duties independent of, and without the supervision of, any Government official or other Defense Contractor. The Contractor shall not invoice the Government above 40 hours per work week unless authorized by the Director, CTNSP. The tasks, duties, and responsibilities set forth in this effort may not be interpreted or implemented in any manner that results in any contractor or sub-contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United State Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts 7.4 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access to the facility and will perform the inspection and acceptance of the completed work.
