Description
This is a combined synopsis/solicitation for the production and delivery of a 23-25 ft. Bay Boat. The contractor shall provide a quote to reflect all labor, equipment, materials, tools, parts, shipping, and all other items necessary to provide the following items:Specifications:Hull Material: Kevlar (stronger, light weight, faster, draft less water).Length: 23ft to 25ftBeam: 8 to 9ftDraft: Less than 12 to 13" inchesMax Horse Power: 250 - 300hpMinimum Speed: 50mph Minimum needs in package:Construction: Hand laid with Carbon / Kevlar. Engine: Mercury 250 Verada/Optimax. Installation of Electronics, including Electronics Listed Below and Engine Package 40 Anodized Aluminum T-Top with Canvas & Electronics Box Installed Power Pole JLM White 8' Installed Installed Garmin 5212 Touch Screen w/ TRANSDUCER, w/fairing, BLUECHART G2Vision card Southeast Florida, Latest, GARMIN Digital Sounder The minimum performance requirements for such a vessel:* Vessel MUST draft less than 13" to access shallow water areas for search and rescues, medicals, and vessel contacts.* 24ft to 25ft vessel MUST be able to handle a moderate to large chop (3ft to 4ft waves) without beating Rangers and/or patients. - The boat must cut the waves instead of bouncing on the tops of them. This will help reduce the possibility of serious injuries (such as knee and back injuries) resulting from the bouncing and slamming of vessels on the waves. * Vessel MUST be able to reach speeds comparable or exceeding that of the average boat that visits Flamingo (50mph). This would require the boat to be rated for a 250-300 horse power engine not twin engines.* The Vessel MUST also be of a width (8ft) and length (23ft or 25) great enough to facilitate emergency medical response operations such as CPR and back board operations. The Government contemplates award of a contract resulting from this solicitation to the responsible offerer whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors, in descending order of importance, shall be used to evaluate offers: (1) technical capability of the offerer to meet the Government requirement, (2) price, and (3) past performance. Award of a firm fixed price contract based on the responses to this combined synopsis/solicitation shall be made. This announcement constitutes the only solicitation that will be issued for this requirement; quotations are required to be completed on company letterhead marked with the solicitation number Q5287090147. Offers may be submitted by email to lori_cain@nps.gov, or fax to 340-719-1791. Quotes are due by August 20, 2009, 10:00 AM, Eastern Standard Time. CCR Requirement - Company must be registered on Central Contractor Registration (CCR) before an award can be made to them. If company is not registered in CCR, they may do so by going to CCR web site at http://www.ccr.gov.
