Description
This is a combined synopsis/solicitation for the production and delivery of a barge to Everglades National Park. The contractor shall provide a quote to reflect all labor, equipment, materials, tools, parts, shipping, and all other items necessary to provide the following items: The unit required and described by this specification shall be the manufacturer's latest basic production model and shall be equipped with all standard equipment in accordance with the manufacturer's latest literature. A copy of the literature shall accompany the bid along with any applicable specifications necessary to verify that the unit either meets or exceeds each of the following specifications: GENERAL REQUIREMENTS: Specifications include, but are not limited to stated conditions, components, etc. The unit and all components shall be of heavy duty reinforced construction. Construction shall conform to industry quality and safety standards. The bidder shall acknowledge compliance to each specification by writing the letter "Y" (meaning Yes - can comply) to the left of each specification in the space provided. If the bidder cannot comply with a specification, the bidder shall write the letter "N" (meaning NO - cannot comply) to the left of each specification in the space provided, and offer an alternative specification for consideration in the space directly below that particular specification. If extra space is needed, please attach additional sheets accordingly. An explanation for a "cannot comply" is required. It is understood that not all manufacturers design boats exactly alike. All bids will be considered. QUALIFICATIONS: _____ Bidder shall be a licensed boat manufacturer or authorized dealer of manufacturer. _____ The boat shall be designed to conform to all Federal, State, Marine, and safety regulations. CONSTRUCTION: _____ The boat shall be a FACTORY NEW unit of welded construction with new unused material (unless specified) in accordance with, or exceeding industry standards for this type of vessel. All finished areas including expanded metals and railings shall be ground smooth of any snags or sharp protrusions. HULL (Flat Barge): _____ Hull shall be 24 feet long of all-welded aluminum construction; no wood. _____ Beam shall be 96 inches wide. _____ Boat shall draft no more than 8 inches._____ Hull shall be painted with an anti-fouling bottom paint._____ Deck height shall be no higher than 12 inches from waterline._____ Hull shall have a tunnel built into transom in front of outboard. _____ Boat shall have a center-mounted, aluminum steering console with windshield grab rail and T-top._____ Console shall have removable clear eisenglass front and side panels._____ Boat shall have a leaning post/storage box behind console. Storage box should be of such size to make best use of available space and resist water intrusion._____ Boat shall have space for two battery boxes._____ Boat shall have 10 D-ring type tie downs. 2 rows centered in deck forward of console. 1' apart and each row should be 2' from edge of boat._____ Boat shall have 16.5 feet of deck space forward of console._____ Hull shall be outboard engine rated to 225 HP at minimum. _____ Hull bottom and sides, and transom shall be constructed of at minimum 0.190 gauge 5086 Marine Grade Aluminum (bids for 5052 Marine Grade Aluminum will be accepted). _____ Bow deck shall have removable water tight storage box. (2'x 4')_____ If applicable there shall be flotation foam in the hull of the boat. If foam is sprayed, foam shall be of a closed-cell, two-partpolyurethane component with proper density (preferably 2-lb) to be approved by U.S. Coast Guard (USCG) Specification Requirements for Flotation in Title 33 code of Federal Regulations, paragraph 183.114, and approved to touch the bottom of the hull of the boat. If foam is installed in sheets, sheets shall be of 2-inch thick closed-cell polyethylene foam of preferably 2-lb density._____ Transom shall have at least one drain hole (1 or 1-inch diameter), with corresponding drain plug. _____ Boat shall have two transom eyes and one bow eye. Each eye will be welded in place with the appropriate support structure. _____ Boat shall have a welded bow eye. _____ A minimum of two zinc anodes shall be installed along the sides of the hull.ENGINE: _____ Boat shall be pre rigged for a New Mercury 225 HP Verado outboard. Boat shall be equipped with DTS remote control and power steering. JACK PLATE: _____ Factory new (2008 or current model year) Hydraulic Power Lift Transom Jack Plate. POWER POLE ANCHOR:_____ 8' Power pole anchor shall be mounted on transom with all associated components. TRIM TABS:_____ Trim Tabs Shall be installed and all associated components FUEL TANK: _____ Boat shall be equipped with 5086 or 5052 aluminum fuel tank custom built to USCG and National Marine Manufacturers Association (NMMA) standards. Fuel tank shall have a total capacity of 60 gallons. _____ Factory new fuel separator shall be installed in the stern area. _____ Fuel gage and associated sending unit. ELECTRICAL SYSTEM: _____ Stern area shall include two submersible 1000 G.P.H. capacity (minimum) 12V bilge pumps (Rule 1000 or comparable), each with a thru-hull fitting. Each bilge pump shall be wired independently to separate batteries and operate in manual or automatic modes. _____ Stern area shall include 70 PSI wash down pump with pressure switch and thru hull fitting and 50 foot hose reel._____ Stern area shall have a four-position (1, 2, ALL, OFF) selector switch for dual battery use. _____ Boat shall have a twelve-volt system with two Heavy-Duty Marine 1000 MCA (minimum) batteries each encased in a plastic battery box. _____ All wiring shall be insulated and enclosed in a fibrous loom, plastic loom, or flexible conduit for protection from external damage and short circuits. It shall be securely fastened at sufficient intervals to prevent sagging and to insure clearance of mechanical parts. Routing of the wiring throughout the boat shall be placed in such a manner so as not to interfere with normal operation and use, or present a safety hazard. _____ Marine navigation lights (red, green and white navigation lights) located appropriately. INSTRUMENTS: _____ 1 SC1000 Mercury System Tachometer and all associated components._____ 2 accessory power point marine DC outlets (12V, 15 amp-rated) with covers against the elements ("Cigarette lighter type"). _____ Toggle switches for navigation lights and accessories. _____ An emergency ignition kill switch system shall be installed. LITERATURE: _____ Vendor shall include two (2) detailed brochures or complete sets of construction plans for proposed boat with the bid. LINE SHEET: _____ Included with DELIVERY shall be a line sheet (information sheet) describing the boat and components (jack plate, flotation foam, console gauges, etc.) DELIVERY:_____ Manufacturer shall specify cost to deliver boat to Everglades National Park._____ Delivery of boat shall be expected within 100 days from issuance of the purchase order. WARRANTY: _____ The boat manufacturer shall provide in writing, with the bid, AND with the delivery of the boat, a one (1) year warranty for entire boat and all components. For any required boat warranty repairs, the vendor shall pickup the subject boat at the original NPS point of delivery at 1800 Old Cutler Road, Suite 419, Palmetto Bay, Florida 33157, OR other NPS location per mutual agreement at the time the warranty repair is required. Note: There shall be a delay in the warranty start date to allow for equipment installation. The warranty shall become effective when the unit is put into service rather than at the time of delivery. TRAILER: _____ Bidder shall include, but price separately, the cost of a trailer specifically fitted to the boat. _____ All-welded, aluminum, I-beam construction, tandem-axle bunk trailer. _____ Hydraulic surge brakes axles. _____ Tongue jack and stand, safety chains, spare tire and mounting bracket. _____ Bow and stern tie-down straps shall be included. ACCEPTANCE: _____ The boat (and trailer if applicable) will be inspected for workmanship. The paperwork will be inspected for completion. When all the listed conditions have been met, the unit will be accepted and dated by NPS. Contractual terms for payment will commence from the date of acceptance. Failure to comply with correct documentation or failure to correct any deficiency will delay acceptance and payment. The Government contemplates award of a contract resulting from this solicitation to the responsible offerer whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors, in descending order of importance, shall be used to evaluate offers: (1) technical capability of the offerer to meet the Government requirement, (2) price, and (3) past performance. Award of a firm fixed price contract based on the responses to this combined synopsis/solicitation shall be made. This announcement constitutes the only solicitation that will be issued for this requirement; quotations are required to be completed on company letterhead marked with the solicitation number Q5292098501. CCR Requirement - Company must be registered on Central Contractor Registration (CCR) before an award can be made to them.
