Thank you! --ATTACHMENT 2 -- Please fill out and return the Past Performance form in accordance with instructions as listed in the Synopsis and the form. Thank you! This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation from which quotes are being requested, and a written solicitation will not be issued. This announcement is a Request for Quotations (RFQ). The solicitation number is #AB133M-09-RQ-1057, and incorporates provisions and clauses in effect through Federal Acquisition Circular No. 2005-35 dated 07/14/09. The resulting contract will be a firm-fixed price contract. The North American Industry Classification System (NAICS) code is 334513 with a size standard of 500 employees. This requirement is "unrestricted". This acquisition will be awarded under simplified acquisition procedures (Part 13). SCHEDULE: The Government is looking for "Brooke Ocean" or "Or Equal" items. If you offer "Or Equal" items, please include full specifications for each line item listed below. Part/catalog numbers are being used to represent equipment that is pertinent to the Brooke Ocean brand name Moving Vessel Profilers (MVPs) or "sound velocity sensors" (generic nomenclature). Part/catalog numbers are being provided for cross-referencing purposes. The MVPs must have autonomous features. Manually controlled or MVPs that do not have autonomous/fully automatic features will not be considered because they do not meet the Government's needs. Pricing shall be submitted with a signed SF-1449 and a fully completed Schedule of Items (see attachment 1) which include 2 (two) each of the following: Item 0001 - MVP-200-X MVP200 System; includes the winch/hydraulic manifold, hydraulic power unit, control system, and boom. (or equal) Item 0002 -- MVP200 Tow Cable 660 Meters (or equal) Item 0003 - 0010-2-B-0-00 Sincle Sensor Free Fall Fish (SSFFF), to include power module (or equal) Item 0004 - AML Micro-CTD (or equal) Item 0005 - MVP 200 Spares (or equal) - See Spares List at end of this Synopsis * Item 0006 -- Installation and Training; 2 engineers; 5 days (This is the same requirement for two different ships, or two different installation evolutions). Provide two operations manuals per installation for a total of 4 operations manuals (two per ship). Contractor may supply a paper version and an electronic version or two paper versions per ship, but the preference is for one electronic version and one paper version. SALIENT FEATURES: 1. The system must be a self-contained profiling system capable of sampling vertical water column profiles of oceanographic data such as sound velocity, conductivity and temperature versus depth, particle counts and support for operations such as the calibration of multi-beam sounder systems for hydrographic operations. 2. The system winch shall be hydraulic powered and integral to the winch. 3. Shall provide a profile depth of a minimum of 200 meters at 12 knots, 350 meters at 5 knots and 600 meters at rest. 4. Shall be able to be controlled by computer without the requirement for personnel on deck (autonomous/automatic). The above equipment will most likely be advertised as a "brand name or equal" requirement. The government considers the specifications for the brand name "Brook Ocean" to meet its needs. Clarification about "Salient Features": All the items as listed make up a complete system. The cable, item 2, is necessary for the system to work. Items 3 and 4 are the two sensors that can be attached to the cable and be controlled by the winch. Items 5 and 6 are necessary to maintain the equipment and operate the system once it has been procured. Therefore, items 1 thru 4 make a complete system and the salient characteristics apply to all of them. Item 5 are spares in order to keep the system running while at sea and the last item is training for fixing, operating and maintaining the system. PERIOD OF PERFORMANCE and DELIVERY: Performance begins upon issuance of a contract. Date of delivery shall be on or before January 4, 2010. Place of delivery: Mission Support Division/MOA3, 439 West York Street, Norfolk, VA 23510. Attn Robert Yates/EEB Delivery(ies) shall be FOB Destination (contractor expense), to the COTR, appointed at award, at NOAA, Mission Support Division /MOA3, 439 West York Street, Norfolk, VA 23510. PAYMENT: Request for Payment shall be submitted: (1) in accordance with FAR 52.212-4(g), (2) with an original signature to the appointed Contracting Officer's Technical Representative (COTR) for review and certification, (3) clearly identifying the delivery order the request pertains to, and (4) with the payment addresses reflecting the mailing/billing information registered in the Central Contractor Registration (CCR) database to avoid processing delays. COTR will be assigned upon issuance of a contract. Offerors are to include three past performance forms as described below, in "Evaluation - Commercial Items..." (See Attachment 2 for the actual Past Performance form). Inquiries must be received no later than seven (7) calendar days after the posted date of this solicitation, to allow for response. Responses to inquiries received after that date will be at the discretion of the Government. Clarification responses may be provided orally or in writing. However, questions which are determined to require an amendment to the solicitation will only be addressed through that amendment. See "Attachment 1" for location of: - SF 1449 and Schedule of Items - Past Performance Evaluation Form FAR 52.212-2, Evaluation -- Commercial Items (Jan 1999) applies as follows: a) The Government will award a contract resulting from this solicitation to the responsible quoter whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: The lowest-priced, technically acceptable evaluation method, with past performance, will be used in accordance with FAR 12.602 and 13.106. The past performance (PP) form is located in Attachment 1. The offeror must send out at least three (3)"Past Performance" (PP) forms to contractors/vendors/project managers or Contracting Officer Technical Representatives (COTRs) in regards to government or commercial contract items of same or similar nature furnished within the time period of not more than the last five years. If no relevant past performance is received, the vendor will be given a "neutral rating" for the PP category. b) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (Jul 2009) An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov. CAR clauses may be viewed at http://oamweb.osec.doc.gov/CAPPS_car.html FAR clauses may be viewed at http://farsite.hill.af.mil/farsites.html ASSOCIATED TRAVEL Travel costs, including transportation, lodging, subsistence, and incidental expenses incurred by the contractor's personnel or consultants while in a travel status in connection with the performance of services required by this contract, will be reimbursed for the actual costs incurred (without profit, G&A, or overhead) which shall not exceed the estimated amount listed in the contract. Air fares shall consist of the actual, but not to exceed the lowest customary standard, coach, or equivalent airfare during normal business hours or as otherwise provided in FAR 31.205-46(d). Per Diem and/or mileage costs are limited to rates set by the Federal Travel Regulations, per FAR 31.205-46. The parties recognize that it may be necessary to cancel or reschedule a meeting. Where rescheduling or cancellation was due to unforeseeable cause(s) beyond the control and without fault or negligence of the Contractor, penalties imposed by airlines or other travel related services shall be treated as allowable reimbursable costs under this contract. Federal Acquisition Regulation (FAR) clauses 52.216-7, Allowable Cost and Payment; and 52.232-20, Limitation of Cost are applicable to the reimbursable items associated with the travel determined to be necessary in the performance of this contract. All travel, subsistence and local transportation in support of this contract will be in accordance with rates set by the Federal Travel Regulations.
