- RFQ FORMAT COMBINED SYNOPSIS/SOLICITATION Brand Name or Equal Janis Research Micromanipulated Probe Station (I) This is combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NT910000-9-15164DR. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-35. (IV) This procurement is a total small business set-aside. The associated NAICS code is 334515. The small business size standard is 500. (V) This combined solicitation/synopsis is for the purchase of the following commercial items: CLIN NO. 0001 - Brand Name or Equal to Janis Research Micomanipulated Probe Station Model ST-500-2-(2CX-4PORTS), QTY 1 each CLIN NO. 0002 - Probe Tips, Qty 1 pkg. of 18 CLIN NO. 0003 - Brand Name or Equal to Scientific Instrument Model 9700 Temperature Controller, Qty 1 each CLIN NO. 0004 - Pump-line Vibration Isolator, Qty 1 each CLIN NO. 0005 - Brand Name or Equal to Janis #LN-50, 50 Liters Aluminum Liquid Nitrogen Storage Dewar, Qty 1 each. (VI) Description of requirements is as follows: Statement of Need: The Optical Materials Metrology Project requires variable temperature vacuum probe station that provides optical access from the top and bottom. This instrument will be used to develop new metrology capabilities for the evaluation of transport properties in semiconductor nanowires. Salient Characteristics: The key distinguishing requirements for the instrument are: a) Small footprint: The unit must be compact enough to fit on our existing optical tables with minimal physical, disruption to work underway. b) Cooling: The unit will accept either liquid helium or liquid nitrogen cryogens. The minimum temperature attainable (using liquid helium) should be roughly 8 K. c)Heating: The unit is designed to operate at a temperature of at least 450 K. d)Upgrade options: (i) The unit must have the capability to accept at least 4 independent through-vacuum mechanical probes for electrical contact and testing of samples under study; (ii) The unit must be designed for easy conversion for full-through optical access with windows on top and bottom, and a sample chuck with a through-port for clear optical transmission; (iii) the unit must be up-gradable such that some or all of the 4 probes can be converted to RF operation that will at least attain 60 GHz. e) Proximity of sample to top window: The sample stage should be no more than 25 mm away from the atmosphere side of the top window. (VII) Required delivery 120 days ARO. Delivery shall be FOB Destination. Payment Terms are Net-30. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 2008), applies to this acquisition. In additions to written price quotes, offers are instructed to provide quotes on attached RFQ format. (IX) FAR 52.212-2, Evaluation -- Commercial Items (June 1999), applies to this acquisition. Offers will be evaluated based on price and the factors set forth in paragraph (a), and award will be made to the firm offering the best value to the Government. Paragraph (a) is hereby completed as follows: Award will be made based to the Contractor whose quote offers the best value to the Government and will be evaluate quotations based on the following evaluation criteria: 1) Technical capability -meeting all salient characteristics., 2) Delivery Time, 3) Price, and 4) Past Performance- quote shall included at least two references and contractor's past performance will be based on timeliness, quality, and customer services., (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (Jul 2009), with its quote. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (m) of this provision. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (Mar 2009), applies to this acquisition.
