- This amendment to W52H09-09-T-VB02 is to: 1. Extend the response date to 14 August 2009. 2. To provide question/answer information. Q&A is as follows: 1. Q: Will we be thrown out if we take exception to the rain part of the RFQ? A: No, the rain part of the chamber is an option if the manufacturer can supply it. 2. Q: Is panelized construction OK? A: Yes, as long as it is suitable for outdoor conditions. 3. Q: Is explosion resistant OK, or do they require classification? A: Explosion proof is not a requirement. 4. Q: Combustion air will be needed, how much intake air is required, and where will it come from? What are the conditions of the intake air? A: Contractor needs to provide air intake and exhaust ports on the chamber walls, combustion air will be routed through a heat exchanger (Government furnished) inside the chamber to pre-condition the air prior to entering into the engine. 5. Q: What kind of floor load support is required in pounds per square foot? A: The chamber floor must accomodate a 6K fork lift with a 4K load. 6. Q: How often will personnel be entering/exiting the chamber during operation and at what temperatures? A: Personnel entering/exiting the chamber could be as high as 6 times per hour at all temperature ranges. 7. Q: Is TACOM providing HC/CO Detectors or is that a requirement of the supplier? A: The manufacturer would be required to provide the detector. 8. Q: Is TACOM providing Fire Suppression or a Sprinkler System in this chamber, which we assume would be considered an occupied space? A: If fire code requires it, the manufacturer would be expected to provide it. 9. Q: Is explosion proof lighting required? A: No, but waterproof is required. 10. Q: Is this chamber indoors or outdoors? A: Outdoors on a concrete or gravel pad. 11. Q: Does the installation location have process water available for condenser cooling or is air cooling required? A: Final location of the chamber is to be determined. Please provide air cooling as an option. 12. Q: What type and purity of humidity supply water is available? A: The water supply will be the local city water, therefore the manufacturer will need to provide filtering to improve the water quality, as well as some thermo projection for the humidity system when not in operation during the winter or when using the chamber cooling modes to avoid freezing of the humidity equipment. 13. Q: Please specify the maximum CFM of Air that the Engines will consume to allow for proper makeup of air. A: If engine operational tests are conducted while the chamber is running, a heat exchanger will be installed in line with the engine intake to precondition the air prior to entering the engine, the chamber manufacture needs to provide 5 inch diameter engine air intake and exhaust ports thru the chamber walls. 14. Q: What is the largest horsepower engine that is being operated inside the chamber and is it required to maintain the set point temperature while running? A: It's envisioned that the largest gas or diesel engine tested would be 50 HP and yes the chamber needs to maintain set point during testing.
