Iraq Information Technology Auditor/Advisor (Network/INFOSEC), Washington, DC ISSUANCE DATE: 08/10/2009 CLOSING DATE: 08/23/2009-Extended SOLICITATION NUMBER: PSC-09-030 (INL) Gentlemen/Ladies: SUBJECT: Solicitation for Personal Services Contractor (PSC), Department of State, Bureau for International Narcotics and Law Enforcement Affairs. The United States Government, represented by the Department of State, is seeking proposals (OF 612’s) from U.S. citizens interested in providing the PSC services described in the attached. JOB DESCRIPTION: See below US Personal Services Contract Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL) RM/IM Iraq Information Auditor/Advisor I. Statement of Work GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: The Department of State, Bureau of International Narcotics and Law Enforcement Affairs, Information Management Division (INL/RM/IM) is responsible for the strategic information technology (IT) planning and establishing Bureau-wide IT policies. INL/RM/IM also ensures that information management and technology initiatives within the Bureau are consistent with the Department’s strategic and tactical IRM plans and procedures; as well as coordinate these plans and procedures with client organizations, which may develop processes and/or infrastructure consistent with the Department’s strategic plan and the Bureau's policies. INL/RM/IM completes IT studies, workflow and organization analyses, project planning and project management. They also conduct inspection and audit of all INL IT programs and facilities and provide consolidated Bureau-wide reporting in support of Department and external agency reporting requirements. Duties and Responsibilities As an Information Technology Specialist, the contractor will have the following responsibilities supporting the Civil Police (CIVPOL) program in Iraq exclusively: Provide authoritative technical and programmatic advice and guidance on the full range of IT operations and management, systems operation, new technology evaluation and deployment, and user support for the overseas IT operations of INL; audit and evaluate overseas INL IT installations and facilities to ensure their compliance with the Department IT policies and according to the terms and performance criteria of IT contracts between INL and vendors. 30% Gather and analyze information about the systems, programs, policies, procedures, and tools to ensure the integrity, reliability, accessibility, and confidentiality of information systems and assets to include hardware and software. Identify current and potential security problem areas. Conduct vulnerability assessments of systems and security evaluations and audits. Conduct counter measure analysis, security evaluations, consequence assessment, and routine self-assessments. 30% Perform and conduct risk and vulnerability assessments of installed information systems overseas to identify vulnerabilities, risk, and safeguard requirements. Develop and oversee risk management strategies to include development/oversight of continuity of operations and disaster recovery plans. Complete security assessments of existing INL Bureau IT systems/applications overseas, in accordance with applicable legislations, Directives, Department and Bureau information security policies and procedures, e.g. the Federal Information Security Management Act (FISMA). Document, report and present all findings from IT Security activities to the INL Bureau management. Lead and/or serve on study teams as a subject matter expert on a broad range of IT security issues and situations. Collaborate with Bureau ISSOs and system users to analyze and develop alternatives to security features that could degrade communications and network performance, as well as to ensure that adequate internal system controls are developed and implemented that assure that information that is transmitted, stored and received on a myriad of Bureau IT systems, is secure and compliant with all applicable Federal legislation, directives and Department of State regulations. 30% Complete trip reports, findings, and recommendations and present them to INL Senior managers. Stay abreast of cutting edge IT developments, tools, and technologies in order to leverage them to enhance INL IT operations. Manage and coordinate the investigation and evaluation of web, networking, security and data communication technologies. Based on extensive analysis, identify tools and technologies that can enhance operational capabilities, cost-effectiveness, streamline operations of the Bureau’s IT architecture, systems, networks, security, and/or applications. 10% Factor Statements Knowledge Required by the Position Knowledge of a specialty area (e.g., applications system design, data base management, computer equipment analysis, system software design, systems programming) to serve as the bureau authority for advanced system software and system efforts. Knowledge of the current state of system software technology in the assigned area and related computer equipment to function as a technical authority in these areas. Knowledge of available computer hardware and software resources and awareness of current developments in the ADP field to provide assistance and recommendations in the selection of possible alternatives in the development of required data processing support for bureau organizations. Supervisory Controls The supervisor provides administrative and policy direction in terms of broadly defined missions or functions. The employee independently plans and carries out projects and analyses of the organization’s requirements; interprets policies, procedures, and regulations promulgated by senior management to determine the effect on program needs. Completed work is reviewed from an overall standpoint in terms of feasibility, compatibility with broad agency policy objectives and program goals, is generally accepted as technically authoritative and usually requires no significant changes. Guidelines Policies and precedents provide guidance often is ambiguous and reveals conflicting or incompatible goals and objectives. The incumbent must provide extensive interpretation of guidelines to determine the intent of the applicable guideline; develop policy and guidelines for specific areas of work; and formulate interpretations that may take the form of policy statements and guidelines. The incumbent is recognized as a technical expert. The employee uses initiative and resourcefulness in researching and implementing state-of-the-art techniques and technologies in order to develop new and improved methods to cope with particular projects. Complexity Only as needed, the incumbent is responsible for managing networks and automated systems and all associated security activities that support significant elements of the Bureau’s corporate computer and IT systems that are equivalent to the GS-14 level in terms of complexity and responsibility. As the state-of-the-art is continually evolving, the incumbent must stay abreast of these developments in order to exploit technology to its utmost in operating critical DOS IT systems. The incumbent’s recommendations directly impact Bureau and even departmental IT operations and capabilities, as well as the Bureau’s worldwide operations. The incumbent makes authoritative recommendations to the INL/RM/IM Division Chief in areas such as: (1) significant Bureau IT program and policy issues; (2) restructuring immediate and long-range IT goals, objectives, plans, and schedules; (3) long-range planning in connection with prospective changes in IT and administrative functions and programs; (4) resources to devote to various Bureau IT initiatives; and (5) determining the optimum mix of reduced operating costs and assurance of program effectiveness. Scope and Effect The incumbent is responsible for advising the INL/RM/IM Division Chief on the management, operation, security, troubleshooting, and enhancement of an exceptionally broad range of networks and systems that directly support and operate Departmental and even Government-wide programs and functions. In light of the broad scope and reach of these systems and networks, and the criticality of safeguarding them, the work has significant impact on a broad range of activities throughout the Department and other federal agencies that rely on INL Bureau IT operations and support. Personal Contacts & Purpose Contacts include senior level managers and IT professionals throughout the Department, as well as other federal agencies, vendors, and contractors. In these capacities, the incumbent often coordinates and develops joint presentations and serves on departmental panels to advise on broad technical standards and approaches. In the course of these contacts the incumbent resolves conflicts in approaches, methodology, or technology; plans, coordinates, and manages projects; and negotiates alternate uses of resources or new and improved IT security or network technologies to senior Bureau and other agencies’ management and IT professionals. In light of the significant resources involved and potential for significantly changing the way that work is performed in many of the contacts, the incumbent must exercise tact and diplomacy in presenting proposals and resolving disagreements. Persons contacted typically have diverse viewpoints, goals or objectives; requiring the incumbent to develop consensus and team-building on both the nature of issue(s) and the preferred solution. Physical Demands The work is sedentary. No special physical demands are required to perform the work. Duties may require lifting and carrying computer equipment such as monitors and printers. Work Environment The work is performed in Iraq and Washington, DC. Other Significant Factors The Sensitivity Level of the position is Critical-Sensitive. II. Minimum Qualifications: 1. Citizenship: Must be a U.S. citizen able to obtain a Department of State Top Secret security clearance. 2. Education: Must have a Bachelor degree from an accredited institution or 15 years of experience in IT. 3. Travel: Ability to travel frequently to Iraq. 4. Computer Skills: Must have a good working knowledge of MS Outlook, Word, Excel and PowerPoint. 5. Work Experience: Must have previous work experience in the area of information technology review and audit. 6. Specialized Experience: Information System Security officer (ISSO): Must be able to gather and analyze information about the systems, programs, policies, procedures, and tools to ensure the integrity, reliability, accessibility, and confidentiality of information systems and assets. 7. Management Experience: Successful supervisory and leadership experience, preferably in a multicultural environment, is desired. A demonstrated ability to make sound decisions in a timely manner is vital. 8. Leadership Experience: An ability to interact effectively with a wide range of U.S. and foreign national personnel at all levels of an organization is essential. 9. Knowledge: A familiarity with USG contracting, management regulations for IT and ability to audit contractors’ performance based on contracts established with the USG. 10. Communications: An ability to communicate effectively, both orally and in writing, is necessary, including the preparation of audit trip reports. 11. Excellent written and oral communication skills as well as developed problem solving skills, initiative and the ability to be sensitive, flexible and creative when problems arise. 12. An in-depth knowledge of IT project management. 13. Have broad experience with integrated IT oversight and management with five or more years of success in an IT leadership role for an organization of substantial size and scope. III. Evaluation Criteria Factor 1 (Work Experience): Demonstrated work experience in the area of information technology program review and audit. (25 points) Factor 2 (Specialized Experience): Must be able to gather and analyze information about the systems, programs, policies, procedures, and tools to ensure the integrity, reliability, accessibility, and confidentiality of information systems and assets. (20 points) Factor 3 (Management Experience): Demonstrated successful supervisory and leadership experience, preferably in a multicultural environment. Demonstrated ability to make sound decisions in a timely manner. (15 points) Factor 4 (Leadership Experience): Demonstrated ability to interact effectively with a wide range of American and foreign national personnel at all levels of an organization. (15 points) Factor 5: Familiarity with USG management regulations and Federal logistics and/or financial management policies and procedures. (10 points) Factor 6: Demonstrated ability to communicate effectively, both orally and in writing. (10 points) Factor 7: Applicant’s demonstrated ability to perform under the contract. In conducting the evaluation the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. (5 points). IV. COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant’s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. Relocation expenses may be paid. V.
