Description
Request for Proposal (RFP) 09-233-SOL-00109 The Department of Health and Human Services (DHHS), Indian Health Service (IHS), through the Program Support Center (PSC), has a requirement to for the development of a domestic violence (DV) and sexual violence program, which include services to establish a sexual violence development team to conduct a review/analysis of current sexual violence protocols and practices, and clinical tools for health care providers and health facilities in Indian Country, convene a planning meeting to discuss model screening and response protocols and coordinated community and health systems response in Indian Country, develop domestic violence and sexual assault screening recommendations that address both Innovations in Planned Care for the Indian Health System II (IPC II) and DV Pilot sites located in Indian Health Service (IHS), Tribal, and Urban programs (I/T/U) facilities. The solicitation will require that offerors have extensive experience of working with and knowledge of American Indian/Alaska Native communities, be nationally recognized as a leader in DV screening and patient intervention projects, and have demonstrated knowledge of the dynamics of domestic violence and sexual violence and its impact on the health and well-being of the individual, family and American Indian/Alaskan Native (AI/AN) communities, including cultural beliefs and practices and health status, and the IHS mission and system of healthcare delivery including IHS Direct, Tribal and Urban hospitals and clinics. This effort will be solicited through full and open competition. The North American Industries Classification System (NAICS) is 813319. The Government anticipates awarding one firm-fixed-price contract to one contractor, with a 12-month period of performance. The anticipated date for release of a solicitation is July 15, 2009. The solicitation and any documents relating to this requirement will only be available through the internet at www.fedbizopps.gov. Potential Offerors are responsible for monitoring this site for the release of the solicitation and any subsequent amendments. Contractors are encouraged to sign-up, on the fedbizopps.gov website, for email notification of all actions relevant to this solicitation. No questions will be entertained at this time. Once the solicitation is released, offerors will be given an opportunity to ask questions and answers will be posted to www.fedbizopps.gov. Responses to the Request for Proposal (RFP) package will be due 30 calendar days following the actual date of issuance of the RFP. Award of this requirement is anticipated by September 30, 2009. All responsible sources may submit a proposal, which shall be considered by the PSC.
