- NASA/KSC has a requirement for three encoder exciter units, five encoder exciterunits and modifications to two existing encoder and decoder units (P/N370-450EXT-20-CCD-DSP-S and 370-450REC-20-CCD-S respectively) manufactured by WVCommunication Inc. as per specification. The boxes are used to send and receive FlightTermination Command RF signals to the First and Upper Stages of the Ares FlightTermination System for closed-loop RF testing.The boxes are required to meet flighthardware and operational requirements.NASA/KSC intends to purchase the items from WV Communication Inc. under authority ofSection 4202 of the Clinger-Cohen Act of 1996 for actions IAW FAR 13.5 -see FAR13.501(a)(1)(ii.)-. The recommendation is made pursuant to 6.302-1 (a) (2) When thesupplies or services required by the agency are available from only one responsiblesource.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 19, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
