- Description
- This Notice is issued subject to the requirements of the Recovery Act. The procurement will be a Two-Phase Design-Build and Demolition RFP, HSBP1009R2684. In accordance with FAR Subpart 36.3, two solicitations will be issued in succession covering both phases. This notice will be used to announce both the Phase One and Phase Two portion solicitations and no other pre-solicitation notice will be provided. US Customs and Border Protection is soliciting for construction services with design, build, and demolition capability for a new border station in Hamlin, ME. Plans and specifications with a minimum of 20% design will be provided with the solicitation. In accordance with FAR Part 19.8, this procurement is set-aside for eligible participants of the Small Business Administrations 8(a) Program under competitive procedures. Competitive proposals (competed among 8a firms) will be evaluated based on the evaluation criteria set forth in the solicitation package. NAICS 236220, with a small business size standard of $33.5 million shall be used. The estimated cost is over $10 million. Phase One of the solicitation shall consist of the scope of work; the evaluation factors for Phase One to include: the technical approach and technical qualifications, such as specialized experience and technical competence; capability to perform; relevant past performance of the offeror’s team (including the architect-engineer and construction members); other related factors; and excluding cost or price factors. CBP may select up to a maximum of five of the most highly qualified offeror’s from Phase One to submit Phase Two competitive proposals, which shall contain both technical and price proposals to be evaluated separately in accordance with FAR Part 15. A one-time organized Phase Two pre-proposal site visit will be announced at a later date for those selected for the Phase Two competition. The solicitation package will be available on or about August 17, 2009.
