Description
This U.S. Geological Survey (USGS) has a requirement to contract with an A&E firm to design the replacement of an existing security booth with a Security Office. The booth must be heated and cooled by a sustainable strategy and to design a sanitary drain field serving the Security Office. The A/E services will also include the design of road replacement and renovation of existing asphalt in the immediate vicinity of the guard booth structure and service drive. The location of the services will be at the Mundt Federal Building located at the U.S. Geological Survey, in Sioux Falls, SD. The duration of the contract will be for 90 days from the date of an initial contract award. Design services will include the following design scopes: -Architectural: select and specify the pre-fabricated Security Office (SO). The SO shall contain the following: restroom, closet, mechanical space, and main security area. Design a pull-off inspection lane on the entrance side of the SO. -Structural: provide for structural design, calculations and documentation as will be required for the replacement of the service drive and foundation supporting the SO. -Mechanical: provide a survey of the SO and collect all available documents from the program office to produce drawings sufficient to represent the existing conditions to be modified or renovated. -Plumbing: plan for the proper functioning of a restroom inside the SO complete with water closet and sink. -Electrical: provide design of detailed construction drawings and specifications for General Electrical Information, Electrical Demolition, Lighting Plan, Power Plan, Special Systems Plan, and One Line Diagrams. -Site Work: design of asphalt and concrete pavement removal, paving and rehabilitation. -Code Compliance: comply with all current governing specifications including but not limited to: NFPA 101, NFPA 70, NAFA 110, Federal, and local building code.-Special Systems and Equipment: provide a complete design based on consideration of all required systems, equipment and furniture.-Sustainability: consult the USGS Sustainability Construction Checklist for incorporating sustainability into the design of the services road and security office. All A&E firms responding to this announcement will be evaluated on the following criteria: (1) professional qualifications necessary for satisfactory performance of required services; (2) specialized experience and technical competence in the type of work required; (3) capacity to accomplish the work in the required time: (4) past performance on similar contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules. Type of contract: Firm fixed price. Those firms that meet the requirements described in this announcement and wish to be considered must submit an SF 330 Part I with their capabilities statement. The successful firm will be awarded a Firm-Fixed Price purchase order based solely on the data contained in the SF-330, references, and questions and answers of pre-selected firms. Upon successful completion of the negotiations with the selected firm, a purchase order will be issued. Award will be made under the Simplified Acquisition Threshold of $100,000.00. Facsimile or electronic copies will not be accepted. Please provide the following additional information on the form(s): Tax Identification Number (TIN) and DUNS number. All contractors doing business with the Government are required to be registered in the Central Contractor Registry (CCR). Submittals are due on Thursday, 08/20/2009 at 3:00 pm EST; send one (1) original and five (5) copies of the submittals.
