- The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Confocal Microscopy Core Facility intends to procure on a sole-source basis with Carl Zeiss MicroImaging Inc., One Zeiss Drive, Thornwood, NY 10594 for a 405 laser upgrade for existing Zeiss LSM 710 Confocal System. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-(b)(1). The North American Industry Classification System Code is 334516 and the business size standard is 500. The core facility provides state-of-the-art confocal microscopy and digital imaging to CCR investigators to perform high quality clinical and translational research in cancer biology and to train students, residents, and fellows in the field of confocal microscopy. The core facility also provides services and opportunities for collaborative research to investigators throughout the NCI as well as other NIH Institutes and FDA. Carl Zeiss Microimaging is the sole source for the 405 laser upgrade that has been designed and tested for the Zeiss LSM 710 NLO confocal system that has already been installed in the Confocal Core Facility. The 405 laser for the pre-existing Zeiss LSM 710 confocal microscope system must have pigtail coupling with a direct bayonet connection. It must also have a directly attached and aligned fiber coupling to pigtail mount. The 405 laser must be fully controlled and integrated into the Zeiss LSM 710 hardware and software. Zeiss is the only known source that can provide the 405 laser that meets these requirements. Delivery will be 12-14 weeks after receipt of order. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office by 1:00 PM EDT on August 25, 2009. It is the vendor's responsibility to call (301) 402-4509 to verify questions have been received. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration/certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
