Description
Letter, Standard Form 1449 and Attachment 1 for RFQ RRB09Q028 RFQ RRB09Q028 (solicitation) DESCRIPTION: This is a combined synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13.106, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2005-35. Solicitation No. RRB09Q028 is a 100% set-a-side for local small businesses. The Solicitation seeks potential offerors to provide a turn-key solution for a Contractor(s) to furnish carpet, moving services, and installation services in order to replace existing carpet in the ninth (9th) floor conference facilities of the Railroad Retirement Board's headquarters facility located at 844 North Rush Street, Chicago, Illinois 60611. Offerors shall provide firm-fixed pricing (FFP)for the following Contract Line Item Numbers (CLINs): CLIN 001 - Provide FFP for Prime Contractor work effort Using GSA Contract Labor per Statement of Work (SOW), CLIN 002 - Provide FFP for Subcontractor work services to be completed per SOW, CLIN 003 - Provide FFP for Materials (Product description, quantity, unit, fixed unit price) and total amount and CLIN 004 - Moving Services, provide FFP for labor category, hourly rate, planned number of hours and extended amount. REQUIREMENTS: Contractor(s) shall remove existing carpet, prepare floor for new carpet in compliance with manufacturer's instructions and recommendations and dispose of existing carpet off-site. Contractor(s) shall provide and install approximately 6335 square feet of carpet tile such as Interface Modular carpet tile, Style Mantra, with cushion back or approved equal that meets or exceeds the following requirements: Carpet tile is available on GSA Contract, weave shall be a tufted textured loop, minimum pile weight of 24 oz./yd2, pile height to be.25", total carpet thickness to be.345", backing to be cushion back reinforced composite that is recyclable with minimum total recycled content of 5% or better, warranty of 15 years or better non pro-rated, Fibre to be Antron Nylon, Ultron Nylon, or Aqua-Fil Nylon throughout, product to be minimum 65% solution dyed and color selection will be made after contract award. The following provisions are hereby incorporated by reference in this combined synopsis but are written in full text in the solicitation document: Instructions to Offerors - Commercial Items, FAR 52,212-1, Evaluation - Commercial Items, FAR 52.212-2, Offeror Representations and Certifications - Commercial Items, FAR 52.212-3, Contract Terms and Conditions - Commercial items, FAR 52.212-4, Contract Terms and Conditions Required to Implement Statues or Executive Orders, - Commercial Items, FAR 52.212-5. All offers are due by 11:00 a.m. local time Monday, August 31, 2009. Attached to this posting are the following documents: RFQ RRB09Q028 in full text (Word), Attachment A (pdf), Letter (pdf), and SF-1449 (pdf). All questions concerning this solicitation requirement must be submitted in writing and received by the RRB Contracting Officer not later than 11:00 a.m. central standard time (CST) August 17, 2009. No telephonic request will be entertained. All responses to questions will be posted by way of an Amendment to this combined synopsis/solicitation to the FEDBIZOPS website. All non-price evaluation factors (Skill level Proposal, Past Performance/Experience, use and management of subcontractors and Project Plan) when combined are double the value as compared to price.
