Description
Springfield, IL 62701-1905 - Lincoln Home National Historic Site, Aitken Barn, 519 S. 8th Street (rear), Springfield, IL 62701. SOLICITATION NUMBER: I6530090621. NOTICE TO POTENTIAL BIDDERS: This project is being solicited and awarded in accordance with the Small Business Competitiveness Demonstration Program, Public Law 100-656. Accordingly, it is set aside 100% for EMERGING SMALL BUSINESSES. The North American Industry Classification System (NAICS) Code is 238990. The Small Business Size Standard is $7 million (average ANNUAL gross revenue for the last three (3) years). MAGNITUDE OF THIS PROJECT: $2,500 TO $25,000. PROJECT DESCRIPTION: Work consists of furnishing all materials, labor, equipment, tools and supervision necessary to brace, shore, raise, temporarily support, and relocate (approximately 22 feet to the east) into the yard adjacent to it, an historic structure known as the Aitken Barn. The Aitken Barn is a two-story wood frame building, with wood batten board sidng, 28' 1" long, 20' 1 1/4" wide, and 19' 6" in height at peak and has a 6-12 pitch, wood shingle roof. Upon completion of an archeological study and the laying of a new foundation, which will be done by others, contractor will be required to reset the Aitken Barn on to its new foundation. TYPE OF CONTRACT: A firm-fixed price contract that requires a lump sum bid. Davis-Bacon prevailing wages apply. PERIOD OF PERFORMANCE: Work shall start within ten (10) calendar days of the Contracting Officer's issuance of a written Notice to Proceed to the Contractor. Contractor must reset the Barn onto its new foundation within fourteen days from the date notified in writing by the Contracting Officer to do so. All work must be completed no later than April 15, 2010. PUBLICIZING AND RESPONSE TIME: The solicitation package will be issued on or about AUGUST 17, 2009 with a response date of SEPTEMBER 4, 2009. Solicitation packages may be obtained via the Internet by accessing the National Business (NBC) Opportunities web site at http://ideasec.nbc.gov. A copy of the solicitation may also be obtained by contacting Kathryn Logsdon via e-mail at kathryn_logsdon@nps.gov prior to August 24, 2009. Bidders will also be responsible for checking the website for any amendments to the solicitation issued prior to the closing date of the IFB. ALL BIDS MUST BE SUBMITTED IN HARD COPY. CCR AND ORCA: Effective October 1, 2003, active registration in the Central Contractors Registration (CCR) database is mandatory to be granted an award. The successful bidder, prior to being awarded the contract, must be registered and active in the Central Contractor Registration (CCR) Database which can be accessed online at www.ccr.gov. If the successful bidder does not become registered and active in the CCR database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to offer award to the next otherwise successful bidder. It is highly recommended that should it be your intention to submit a bid in response to this IFB, that you become registered in CCR upon receipt of this solicitation so as not to delay award of the procurement if offered. The successful bidder will also be required to have completed their Annual Representations and Certifications by completing them online at http://orca.bpn.gov.
