- This is a combined synopsis/solicitation from the U.S. Fish and Wildlife Service for Veterinary work in support of horse/burro gathers on Sheldon Refuge and is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 101819Q933 and is issued as a Request for Quotes (RFQ). RFQ 101819Q933 may be viewed thru a link to the National Business Center Interior Electronic Acquisition System-Electronic Commerce at "http://www.fedbizopps.gov" or "http://www.nbc.gov". The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-34. This is a Set Aside for Small Business. The NAICS is 541940. The small business size standard is 7 million. This RFQ will be awarded upon best value. The statement of work for these services is as follows: Statement of WorkVeterinary Support on Horse Management Operations Veterinary support is required in working with feral horses and burros as part of horses and burro management operations on Sheldon National Wildlife Refuge See the Sheldon NWR Horse & Burro Management Environmental Assessment for description of program:http://www.fws.gov/sheldonhartmtn/sheldon/horseburro.html Scheduled work will include drawing blood samples for Coggins testing and health certification, issuance of health certificates for adopted animals, treatment of injured animals, gelding (castration of studs), vasectomy, ovariectomy, and providing other miscellaneous treatments and supplies. There is an inherent uncertainty on the quantities of each treatment depending on funding, availability of adoption homes and the nature of the work. Therefore, a schedule of the cost will be provided with quote. Identification of horses to receive treatments will depend upon direction given by the Sheldon Refuge Manager, Project Leader, or other staff designated by the Sheldon Manager. The majority of work is conducted on the refuge, which is a remote location (2 hours from any significant developed areas) and under primitive conditions. Much of the work is associated with large gathers or smaller capture operations, typically from September through February, but it could occur as early as July 1. The Contractor will need to work with staff and volunteers under the direction of the Sheldon Refuge Manager for handling horses in the refuge corrals and shute system. Scheduling of the general processing work associated with a gather will need to be worked out to mutual agreement between the Sheldon Refuge Manager and the Contractor. However, the contractor may be required to be available on phone or to come onsite for consultation on equine medical issues or emergencies.Itemized cost items include: Travel to Refuge Health Certificate & Coggins Test Treatment of horse injuries and surgery Blood sample collection Euthanasia Castration Vasectomy Ovariectomy Other professional service, supplies Handling feral horses is inherently risky because of the wild nature of the animals. This risk pertains to injury and death to animals, and injury to staff. The program is also under significant scrutiny by the public and Congress. The contracted vendor must demonstrate prior knowledge and experience in working with feral horses, and past performance in handling veterinary procedures with feral horses. Successful results must be shown in handling large numbers of feral horses in a day (more than 50) for inspection, treatment, and testing. Specialized procedures (vasectomy, ovariectomy) are likely to be required in primitive field conditions on a large number of horses (more than 50), and must have already demonstrated accomplishment with these procedures under field conditions with very low failure rates. Contract bids will be evaluated based on best value, employing factors as cost, demonstrated knowledge experience, and successful past performance with feral horses. Funds will be obligated this year, with the period of performance required periodically from August 20, 2009 through February 28, 2011. Federal Acquisition Provision 52.212-2, Evaluation-Commercial Items, is included in this solicitation and the evaluation criteria, listed in descending order of importance are 1) Minimum salient features listed, and 2) Cost. All evaluation factors other than cost or price, when combined are significantly more important than cost or price.
