- The Department of Health and Human Services (DHHS), Program Support Center (PSC), Division of Acquisition Management (DAM), intends to negotiate on a sole-source basis, with Thomson Reuters, 5425 Hollister Avenue, Suite 140, Santa Barbara, CA 93111. The resulting award will be a firm-fixed-price contract. This requirement is for the acquisition of a license renewal for continued access to MarketScan healthcare claims databases. MarketScan Databases are a proprietary product of Thomson Reuters. MarketScan data provides all inpatient, outpatient, and drug insurance claims for more than 25 million people across the country employed by 45 large firms. MarketScan’s data of more than 50 million claims per year, provides insight into the value and efficiency of medical care currently bought by large employers, under various benefit designs, ranging from fee-for-service to high deductible consumer-driven health plans. This acquisition is being conducted under FAR parts 12 and 13 for the purchase of the following item, on an all or none basis: Item: MarketScan Commercial Claims & Encounters and Benefit Plan Design Databases; Years of data licensed: 2005 – 2007. Period of license renewal: 12-months. Thomson Reuters is the only known source and distributor of the MarketScan healthcare claims databases. This notice of intent is not a request for competitive proposals or a solicitation of offers. No solicitation document is available. Interested parties who feel that they are capable of fulfilling this requirement must provide clear and comprehensive information to support their claim, inclusive of references listing contact person(s) and telephone number(s). The Government will consider all information received within 7 days of the publication of this notice. The Government will not be responsible for any cost incurred for the preparation or submittal of information in response to this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The anticipated date for contract award is August 20, 2009.
