Description
The U.S. Department of Commerce, National Weather Service (NWS), Weather Forecast Office (WFO), located at 6900 W Hanna Avenue, Indianapolis, IN 46241 plans to acquire a contractor to provide all materials, labor, equipment, and supervision to complete removal of the existing roof and the installation of a new roof. The estimated size of this project is Less than $25,000.00. DESCRIPTION: 1. Remove existing asphalt shingles and felt underlayment 2. Replace damaged / deformed / rotten decking material 3. Install two new layers of 30# felt underlayment (with offsetting overlap) 4. Remove existing base flashing, counter flashing, cap flashing and fascia facing 5. Install new base flashing, counter flashing, cap flashing and fascia facing to match original color 6. Install new flashings on all roof penetrations 7. Install new GAF Timberline 40 year architectural shingles (or approved equal) 8. Remove and reinstall lightning protection terminals and associated cables/straps 9. Install 2 soffit vents in soffit under main entrance canopy. Repaint soffit in this section 10. Provide a written 20 year Manufacturer's Watertight System Warranty PROPOSAL LINE ITEMS: 1. Roof replacement, complete 2. Cost per square foot for plywood deck replacement INSPECTION AND ACCEPTANCE: The project will be inspected after the work has been completed, by the Facilities Engineering Technician (FET). Inspection items will include flashing installation, general aesthetics, straightness of shingle rows and color blending of shingles if different dye lots are used. COMPLETION DATE: Completion of this project shall be coordinated with the FET and the Meteorologist-in-charge designee at the time of award. The work is to be completed within 30 calendar days following the negotiated project start date. If any delays are expected, the government representative shall be notified as soon as possible to coordinate the modification. LOCATION: NWS Weather Forecast Office 6900 W Hanna Ave Indianapolis, IN 46241-9526 TERMS OF THE SOW: 1. The contractor shall submit a separate notice for repairs not included in this SOW. This notice will contain square feet of affected area and projected time which will be added to the contract. The contractor shall submit a cost per square foot for additional work. No refurbishment work shall commence without approval of the contracting officer or the representative. 2. The contractor, if remotely located, shall designate a representative local to the contract site, with contact numbers, for the project representative to communicate with about the quality of work, progress, and technical details of the project. 3. The contractor will be responsible for the scheduling and coordination of work on the site. In the event severe weather occurs within the warning area of the work site, all work may be halted by the local Meteorologist in Charge (MIC). Work stoppage due to severe weather in the warning area is not negotiable and all work will stop immediately. 4. The contractor will not commence work until they have been issued a "Notice to Proceed". The award and issuance of a purchase order is not the Notice to Proceed with this contract work. Prior to issuance of a Notice to Proceed the contractor shall submit for approval a project schedule showing the date when on-site work will begin, hours work will be performed, and date the work will be completed. No work will be performed on Sundays or Federal Holidays. The project representative shall be notified when changes in project schedule are requested along with justification for the schedule change. 5. The Government reserves the right to inspect for quality control at any point during the construction process. 6. The Government assumes no responsibility for the division of work to be accomplished by subcontractors. The prime contractor shall be the sole responsible party to the Government for meeting the terms of the contract. 7. The MIC is not authorized to make any commitments or otherwise obligate the government or authorize any changes which affect the contract price, terms, or conditions. Any contractor request for changes shall be referred to the contracting officer directly or through the MIC. No such changes shall be made without the express prior authorization of the contracting officer. The MIC may designate assistant MIC(s) to act on their behalf by naming such assistant(s) in writing and transmitting a copy of such designation through the contracting officer. ASPHALT SHINGLE ROOFING: SUBMITTALS 1. Submit product data on; shingles, underlayment, mastic, sealants. 2. Submit color samples for color selection of shingles. 3. Written warranties WARRANTIES 1. Warranties shall begin on the date of Government acceptance of the work. 2. Furnish the asphalt shingle manufacturer's standard 40 year warranty. 3. The contractor shall warrant for 5 years that the asphalt shingle roofing system, as installed, is free from defects in workmanship. When repairs due to defective workmanship are required during the Contractor's warranty period, the Contractor shall make such repairs within 72 hours of notification. When repairs are not performed within the specified time, emergency repairs performed by others will not void the warranty. MATERIALS 1. Shingles are to be 40 year architectural shingles equivalent to GAF Timberline, or better. 2. Shingles shall meet the fire resistance requirements of UL 790 Class A. 3. Shingles shall meet the wind resistance requirements of UL 997. 4. Asphalt-saturated felt shall be Type II, number 30 or other material specified by the shingle manufacturer for use as underlayment to comply with warranty requirements. 5. Self adhering leak barrier underlayment shall be used at the vertical wall to roof interface. EXECUTION 1. Ensure that roof deck is smooth, clean, dry, and without loose knots. Roof surfaces shall be firm and free from loose boards, large cracks, and projecting ends or edges that might damage the roofing. Vents and other projections through the roof shall be properly flashed and secured in position. 2. Apply roofing materials as specified or recommended by shingle manufacturers written instructions or by NRCA. 3. Apply two layers of underlayment. 4. At interface with vertical end walls, leak barrier underlayment is to be lapped up and over the wall section. 5. Install prefinished metal drip edges and flashing. 6. Where sloping roof abuts vertical surfaces, provide stepped metal flashing. PREFINISHED METAL: SUBMITTALS 1. Submit product data on prefinished metal components; cap, counter flashing, base flashing, fascia, drip edge, etc. 2. Submit color samples for color selection of prefinished metal components. 3. Warranties WARRANTIES 1. Warranties shall begin on the date of Government acceptance of the work. 2. Furnish prefinished metal 20 year factory finish warranty MATERIALS 1. Prefinished metal cap, base flashing, stepped flashing, counter flashing, fascia, drip edge, etc. shall be minimum 24 ga., prefinished with minimum 20 year factory finish. 2. Prefinished metal shall match existing color. EXECUTION 1. Metal components are to be installed per original construction details. 2. Ensure proper lap distances on all metal pieces. Properly seal all laps to create watertight protection from wind driven moisture. 3. Stepped flashing shall be installed where sloping roofs surfaced with shingles abut vertical surfaces. Separate pieces of base flashing shall be placed in alternate shingle courses. Minimum lap for stepped flashing is 3 inches. Apply sealant in the lap. SECURITY REQUIREMENTS: The Certification & Accreditation requirements of clause CAR 1352.239-73 Security Requirements for Information Technology Resources (Oct. 2003) does not apply and a Security Accreditation Package is not required. HOW TO OBTAIN A COPY OF THE SOLICITATION: Request for Quote (RFQ) package and all amendments for this acquisition will be posted on FedBizOpps (FBO) (www.fbo.gov). Hard copies of the solicitation will not be available. The solicitation will be available for download approximately August 24, 2009. For a copy of the solicitation, please utilize the FedBizOpps' feature "register to receive notification" as well as "register as an interested vendor". Upon release of the solicitation to the FBO for download, vendors who have registered to receive notification should receive an email from the FBO indicating its availability. Each potential vendor is responsible for checking this website often to obtain all current information associated with this procurement. All responsible sources may submit an offer that will be considered by the agency. The resultant procurement will be a firm fixed-price contract. This will be a 100% small business set-aside. The North American Industrial Classification System Code (NAICS) is 238160. The size standard for Small Business is $14 million. The estimated price range of this project is between $20,000 and $100,000. Completion time for this project is approximately 30 days after the Notice to Proceed.
