- This eighth Amendment incorporates several changes in the original FedBizOpps anouncement. At this time, we do not anticipate another amendment being issued to this procurement. The revised proposal/submittal due date and time should remain unchanged (2:00PM Dallas time, Tuesday, August 25, 2009 - see below.) The Indian Health Service (IHS), Division of Engineering Services, Dallas (DES) in support of the Division of Facilities Engineering (DFE) and the Office of Environmental Health and Engineering (OEHE), is seeking qualified Architect/Engineering (A/E) firms to provide professional design services for projects located thru out the continental United States. The intent of this solicitation is to establish basic ordering agreements with qualified A&E Firms that will contain 1) terms and clauses applying to future contracts (orders) between the parties during its term, (2) a description, as specific as practicable, of design services to be provided, and (3) methods for pricing, issuing, and delivering future orders under the basic ordering agreement. A basic ordering agreement is not a contract. Projects may range from $10,000 up to $5 M or higher and there is no guarantee as to the exact dollar amount of work that will be ordered or awarded. Design services will be ordered from firms in proximity to the location of the project. Most projects will be fast turn around and not require full design or specification. Minimal construction documents would be normal on a project by project basis. Design services may include but not be limited to the following: 1.Design and Consulting Services, includes drawings, specifications, cost estimates, etc.; 2.Construction Inspection Services, includes review and recommendation for approval of Shop Drawings, equipment, etc.; 3.Deep Look Surveys; 4.Investigation Report – Site Visit (if applicable); and 5.Feasibility Studies. The Basic Ordering agreements will be for one (1) calendar year with four (4) one-year options which may be exercised at the discretion of the Government. Firms interested in submitting their qualifications must submit a SF-330 Architect-Engineer Qualifications Form with supplement forms as necessary. (These forms may be obtained at www.gsa.gov). Qualifications submitted on SF-330 will be reviewed and evaluated to identify the most highly qualified firms. Firms must fully address their capability and qualifications and fully address each of the following evaluation factors to be considered. Oral interviews may be held at the discretion of the Government. 1. PROFESSIONAL QUALIFICATIONS AND EXPERIENCE OF PRINCIPALS, PROJECT MANAGERS, KEY STAFF AND CONSULTANTS. LOCATION OF MAIN OFFICE OF FIRM(S) AND CONSULTANTS WITH REGARD TO TRAVEL TIME AND COMMUNICATION ABILITY BETWEEN THE PRIME FIRM AND ITS CONSULTANTS. 2. PAST PERFORMANCE ON CONTRACTS WITH GOVERNMENT ENTITIES INCLUDING NATIVE AMERICAN ORGANIZATIONS, TRIBAL GOVERNMENTS AND PROJECTS ON INDIAN TRUST LANDS, FEDERAL AGENCIES (I.E., INDIAN HEALTH SERVICE AND BUREAU OF INDIAN AFFAIRS) AND PRIVATE INDUSTRY. PROVIDING DESIGN SERVICES FOR HOSPITALS, CLINICS, AND MEDICAL FACILITIES. 3. ANALYSIS OF CURRENT AND PROJECTED WORKLOAD: ABILITY TO RESPOND TO SHORT TIME FRAME PROJECT AND TO PROVIDE REQUIRED DESIGN SERVICES WITH SHORT TURN AROUND TIMEFRAMES: Each firm shall submit the required One original with original signature and four copies (5 total) must be submitted to the Contracting Officer. Submittal packages must be on 8 X 11 paper in neat orderly presentation folders with the name of the firm and project title on the cover page. Type size should be 12 Times New Roman for ease of reading. Unnecessary long proposals are discouraged and only pertinent information is required. OFFERORS MUST FULLY RESPOND TO REQUIREMENTS AND FULLY ADDRESS THE EVALUATION FACTORS TO BE CONSIDERED. THERE ARE NO OTHER DOCUMENTS AVAILABLE. The Government shall consider this information as well as information obtained from other sources when evaluating the Offerors past performance. The Offerors shall limit this information to not more than 10 contracts but no less than 3 similar contracts, performed within the last 3 years. Failure of an Offeror to provide a minimum of 5 relevant references or the inability of the Government to reach at least 3 references, after making a reasonable effort to do so, may result in the Offeror not being rated on the past performance factor. An Offeror, who has no relevant experience will be given the mid-point rating of the maximum possible score allowed for past performance. The Offerors are reminded that the Contracting Officer shall determine the relevance of similar past performance information. SELECTION: Offerors proposals will be evaluated by a source selection board and the most highly qualified firms will be identified and issued Basic Ordering Agreements with the terms and conditions. When a project is identified, those firms in proximity to the location of the project will be evaluated as to their capabilities to perform the project tasks and their position as rated by the board (1-2-3-etc). A request for proposal will be issued to the firm identified as being most capable of performing the project in the best interest of the Government. Firms will be rotated as orders are issued unless at the discretion of the contacting officer follow on work is needed at the same location by the same firm. When a delivery order is issued the firm will revert to the end of the list. Qualification packages are to be sent to: Mr. William E. Obershaw, Chief Contracting Officer, Indian Health Service, Division of Engineering Services, 1301 Young Street, Suite 1071, Dallas, Texas 75202-5433. All qualification packages must be submitted not later than 2:00 p.m. (Dallas time), Tuesday, AUGUST 25, 2009. Electronic transmission of proposal documents (i.e., e-mail, facsimile) will NOT be accepted. Proposals/Submittals already received by the contracting office for this procurement will be returned to the Prime A/E Firm via Federal Express. They are encouraged to resubmit their proposal/submittal in accordance with the changes made in this amendment.
