Description
The Naval Research Laboratory (NRL) requires engineering and related support in the area of advanced electronic attack technologies and concepts for its Tactical Electronic Warfare Division. The support includes interrelated tasks that vary in both the technical scopes and products. Several of the tasks support the same mission and careful coordination is required to ensure success. The Contractor shall provide task support in the form of hardware and software system engineering, hardware and software system analysis, component specification, and data collection and analysis. The uniqueness of data availability, the availability of necessary data processing equipment, and the sensitive security requirements require that all tasks be performed on-site at NRL. The contractor shall support the following major task areas: TASK 1: Electronic Countermeasures Techniques; TASK 2: Artificial Intelligence; TASK 3: Command & Control System Development; TASK 4: Unmanned Aerial Vehicles (UAV) Design and Development. The work shall be performed at NRL, Washington, DC. A detailed Statement of Work will be included in the solicitation when issued. A Cost Plus Fixed Fee (CPFF) type contract is anticipated. The period of performance for this effort will be a base year of twelve months, with four one-year options. The anticipated level of effort is 11,520 hours for the base year and 11,520 hours for each option, if exercised. The incumbent contractor is Global Strategies Group, (North America), 2200 Defense Highway, Suite 405, Crofton, MD 21114 under Contract Number N00173-03-C-2025. It is anticipated that only one award will result from this procurement. NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. The actual closing date for proposals will be stated in the solicitation when issued. Any resultant contract will be DO Rated under the Defense Priorities and Allocations System (DPAS). An original and three copies of the offerors proposal shall be received on or before the response date and time noted in the RFP. The package should be marked with the solicitation number, due date and time. The U.S. Postal Service continues to irradiate letters, flats, Express and Priority Mail with stamps for postage and other packages with stamps for postage destined to government agencies in the ZIP Code ranges 202 through 205. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The Government does not intend to use FAR Part 12, Acquisition of Commercial Items.
