Description
The U.S. Army CECOM Contracting Center, Fort Monmouth NJ, 07703, intends to award a five month (5) modification to a Cost-Plus-Incentive-Fee (CPIF) contract up to $500,000.00 on a sole source basis. The contract is W15P7T-04-C-K216 with Syracuse Research Corporation (SRC) for urgently required repair services for three (3) Foliage Penetration, Reconnaissance, Surveillance, Targeting, and Engagement Radar (FORESTER) antenna subsystems. The period of performance for this contract must be extended because of the Army's requirement for an UHF Ground Moving Target Indicator (GMTI) radar that is designed to detect people (dismounts) and vehicles moving under foliage. SRC is the sole developer of the FORESTER system SRC is the sole developer of the FORESTER system, who produces the FORESTER system (hardware, software, and firmware) and associated spares. SRC has the right experience and expertise to the success of the FORESTER program. It is estimated that the use of any other source, would result in an unacceptable cost, schedule and technical risk to the FORESTER program. The type of funding is R&DTE and the intended period of performance is from 16 September 2009 to 15 January 2010. This procurement is sole source to the Syracuse Research Corporation, 6225 Running Ridge Road, North Syracuse, NY 13212-2509 under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source. The NAICS code for this item is 541712 and the associated size standard to be considered a small business is 500 employees or less. Inspection and Acceptance will be at the source and FOB point is destination. The solicitation number for this requirement will be W15P7T-09-R-P053. All vendors are welcome to respond and responses should be submitted within 15 days of this Synopsis posting. The anticipated date of the Solicitation posting is on or about 25 August 2009.
