Biophys. 2000, 37, 418-423 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. ***This solicitation is being issued using Simplified Acquisition Procedures. *** ***This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-33 (Effective 7/15/2009). *** *** The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This requirement is a 100% Small Business Set-Aside. *** *** The National Institute of Standards and Technology is seeking to purchase a 100 MHz NMR Probe. *** The 100 MHz NMR in the Polymers Division has traditionally been used to study polymers and polymer blends via the 13C nucleus. This has been done primarily with a home-built, room-temperature 1H-13C NMR sample probe. The main purpose of this acquisition is to allow for experiments to be performed over a large range of sample temperatures (-150oC to 100oC), and enable cutting-edge photo-coupled NMR experiments to be performed on conjugated polymers and polymer blends which are candidates for plastic solar cells. NIST envisions performing low temperature (-150°C) NMR experiments with in situ photoirradiation in order to study photo-induced electron-nuclear interactions in polymers that are candidates for organic photovoltaics. In order to perform these new experiments, NIST seeks to upgrade the sample probe capabilities in the current 100 MHz spectrometer configuration. NIST wishes to acquire a sample probe that will allow for the collection of 1H and 13C spectra over a wide range of sample temperatures (-150°C to +100°C) and allow for high intensity light that matches the solar spectrum at the sample space. The experiments envisioned are similar to those reported in Matysik et al., Indian J. Biochem. Biophys. 2000, 37, 418-423. Any modifications to the current set-up as a result of this procurement should not deteriorate or disable the current functionality of the spectrometer as described above. *** Line Item 0001 is a partial BRAND NAME or EQUAL requirement. Brand name or equal description is intended to be descriptive, but not restrictive and is to indicate the quality and characteristics of products that will be considered satisfactory to meet the agency’s needs. ***All interested Contractors may provide a quote for the following: Line Item 0001: Quantity One (1) 100 MHz NMR Probe, which shall meet or exceed the following minimum specifications: 1.The probe to be purchased should have a 4-mm coil diameter and allow for a 13C NMR spectrum to be collected on a 40mg sample of adamantane with a signal-to-noise ratio of 130:1, while maintaining all the other specifications of the current setup (see above). 2.Allow for heating and cooling control of the sample temperature (±1°C) from -150°C to +100°C (see “Inspection and Acceptance Criteria” #3). 3.Transmit light with a spectral range of (200-1000) nm that mimics the solar spectrum into the sample space (through the rotor wall) with an intensity of no less than 80 watts at the sample (see “Inspection and Acceptance Criteria #4) These Brand Name or Equal Requirement shall meet the following Salient Characteristics: 4.Supply: a)Newport model #66924 or equivalent I.High power (1kW) Xe collimated light source. II.Lens Multiplication Factor: 0.11 III.Condenser Type: F/1. IV.Two element fused silica. V.Transmittance Range of Lens Material: 200 - 2500 nm VI.Lens Material: 200-2500 nm. b)Newport model # 6271 or equivalent I.1kW Xe ozone-free bulb. c)Newport model # 6123NS or equivalent I.Infrared water filter. II.>90% attenuation at wavelengths >1000 nm. III.>100W continuous filtering power threshold. IV.Aluminum frame. V.Cooling water circulation with pressure release valve. VI.Fused silica window capable of transmitting down to 250 nm. d)FiberTech GmbH, modified ASB200/220UVA custom-build or equivalent, see Matysik et al., Indian J. Biochem. Biophys. 2000, 37, 418-423. II.Terminated with high-power threshold (>80 W) fiber optic bundle (≥ 2 meters long) with non-magnetic exit port and focusing assembly capable of transmitting down to 250 nm. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Performance and 3) Price. Technical Capability and, Past Performance, when combined, are more important than Price. Award shall be made on a best value basis. ****Evaluation of Technical Capability shall be based on the information provided in the quotation. Quotations shall include the make and model of the products, manufacturer sales literature or other product literature, which CLEARLY DOCUMENTS that the offered product(s) meet or exceed the specifications stated above. ****Past Performance will be evaluated to determine the overall quality of the product and service, provided by the Contractor. Evaluation of Past Performance should be based on the references provided IAW FAR 52.212-1(b)(10) and/ or information provided by NIST or its’ affiliates. Quoters should provide a list of at least three (3) references to whom the same or similar products have been sold. The list of references shall include, at a minimum: The name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer if applicable; and the date of delivery or the date services were completed. Delivery terms shall be FOB Destination. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver line item 0001 to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-1640. Inspection and Acceptance Criteria: 1.Visual and physical check at NIST laboratory for adherence to design specifications. 2.Performance check at NIST laboratory for adherence to performance specifications. HOWEVER, EMAILED QUOTES WILL BE ACCEPTED. *** This is an Open-Market Combined Synopsis/Solicitation for equipment as defined herein. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The offeror shall state “The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.” OR The offeror shall state “The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) Please note that this procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror’s FSS or GWAC contract, and the statement required above shall be included in the quotation. ***Submission shall be received not later than 1:00 p.m. local time on August 25, 2009 at the National Institute of Standards & Technology, Acquisition Management Division, 100 Bureau Drive, Building 301, Room B175, Mail Stop 1640, Gaithersburg, MD 20899-1640, Attention: Janet Lamb. If quotes are hand delivered, delivery shall be made on the actual due date through Gate A, and a 48 hour (excluding weekends and holidays) prior notice shall be made to the Contracts Office at 301-975-4959. NIST is not responsible for late delivery due to the added security measures. In addition, offerors/quoters who do not provide 24-hour notification in order to coordinate entrance to the NIST campus shall assume the risk of not being able to deliver offers/quotes on time. The Government is not responsible for the amount of time required to clear unannounced visitors, visitors without proper identification and without complete information that would allow delivery (i.e. point of contact, telephone POC, Building, room number, etc.). If 24-hour notification was not provided, it is suggested your company representative or your courier service arrive at NIST at least 90 minutes prior to the closing time in order to process entry to the campus through the visitor center and complete delivery. Notice shall include the company name, name of the individual making the delivery, and the country of citizenship of the individual. For non-U.S. citizens, the following additional information will be required: title, employer/sponsor, and address. Please ensure that the individual making the delivery brings photo identification, or they will be denied access to the facility. Any questions or concerns regarding this solicitation should be forwarded in writing via e-mail to the Contract Specialist (Janet Lamb) @ janet.lamb@nist.gov. FAXED QUOTES WILL NOT BE ACCEPTED.
