Description
The Department of Energy (DOE), Office of Human Capital Diversity and Outreach is pursuing a sole source contract with the American Indian Science and Engineering Society (AISES) for partial sponsorship of the 31st AISES National Conference under FAR 6.302-1, One Responsible Source. The contract proposed period of performance is October 29 - 31, 2009. The DOE is one of several agencies providing funding for a conference for American Indians and Alaska Natives majoring in science, technology, engineering, and mathematics (STEM) that hopes to attract and thereby increase the number of American Indian and Alaska Natives in DOE research internships, fellowships, and within STEM careers in the workforce. Office of Human Capital Diversity and Outreach will receive "Lapis" Career Fair sponsorship. The co-sponsorship includes: the 2009 Graduate Research Poster Session; active participation in the Government Relations Council, listing of AISES chapters with contract information for the Chapter President and Chapter Advisor; a listing of Native American affiliated K-12 schools. "Lapis" Career Fair sponsorship provides DOE with one 10 foot by 20 foot draped double exhibit booth, one interview space, six complimentary full registrations and unlimited exhibitor badges, concurrent workshop presentations on writing successful grant ap plications, one year on-line resume database access, "Lapis" recognition on conference website with hotlink to DOE website, "Lapis" recognition in Winds of Change Magazine, complimentary subscription to Winds of Change Magazine, and "Lapis" designation on badges. Sponsorship of the Student Research Poster Session grants an opportunity to engage with leading student researchers and provide support for the development of graduate student research presentations (oral and written), covers costs associated with printing of student research abstract booklets, and recognition in the publication. The DOE has supported the AISES for a number of years. By using the same forum repeatedly, DOE is able to continue to consistently build on the face-to-face networking previously developed during previous conferences and address the systemic problem of American Indian and Alaska Natives under representation in the Federal government. As proposed, DOE will have access to students at all stages of the education pipeline, including teachers and faculty advisors. Opportunities are abundant at the AISES conference for interviewing candidates, providing learning activities, STEM educator training, and disseminating important information about careers and internships at DOE and the national laboratories. With annual support, the expected outcome is a sustained talent pool available to DOE's national laboratories, the Federal workforce, industries, and universities. The statutory authority for permitting other than full and open competition for this modification is the Competition in Contracting Act, 41 U.S.C. 253 [c] [1], and implemented by FAR 6.302-1, which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements; and when it is likely that an award to any other source may result in unacceptable delays in fulfilling the agency's requirements. AISES has the specialized knowledge and services, which have been used by the DOE and other agencies for a number of years successfully. The North American Industry Classification System (NAIC) Code for this requirement is 813920. ***See Numbered Note 22. Commercial firms who believe they have a superior solution to DOE's proposed award to the American Indian Science and Engineering Society (AISES) must respond in writing to the Contracting Officer. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. Interested parties should submit a capability statement and pricing information for the requirement within 15 calendar days of publication of this notice, to be considered by the Government to: Mr. Anthony Buch, MA-642.3, 1000 Independence Ave, SW, Washington, DC 20585, or via e-mail to Anthony.buch@hq.doe.gov.. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
