- Wage Determination No. 2005-2505 Revision No. 9 Date of Revision 07/22/2009 COMBINED SYNOPSIS/SOLICITATION Landscape Services (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number RA133F-09-RQ-0770DR. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-34. (IV) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 561730. The small business size standard is $7.0. (V) This combined solicitation/synopsis is for purchase of the following commercial services: CLIN NO. 0001 - Base Year; Services, non-personal, to provide all equipment, labor and materials (unless otherwise provided herein) necessary for Landscape services at the Estuarine Habitats and Costal Fisheries Center, Lafayette, LA in accordance with the statement of work for the period of twelve months. CLIN NO. 0002 - Option Year I; Services, non-personal, to provide all equipment, labor and materials (unless otherwise provided herein) necessary for Landscape services at the Estuarine Habitats and Costal Fisheries Center, Lafayette, LA in accordance with the statement of work for the period of twelve months. CLIN NO. 0003 - Option Year II; Services, non-personal, to provide all equipment, labor and materials (unless otherwise provided herein) necessary for Landscape services at the Estuarine Habitats and Costal Fisheries Center, Lafayette, LA in accordance with the statement of work for the period of twelve months. CLIN NO. 0004 - Option Year III; Services, non-personal, to provide all equipment, labor and materials (unless otherwise provided herein) necessary for Landscape services at the Estuarine Habitats and Costal Fisheries Center, Lafayette, LA in accordance with the statement of work for the period of twelve months. (VI) Description of requirements is as follows: See attached statement of work which applies to Base Year and all Option Years. (VII) Period of performance shall be: Base Year for a twelve month period and three (3) Option years each option year is for a twelve month period. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 2008), applies to this acquisition. In addition to written price quotes, offers are instructed to provide quotes that include all of the evaluation criteria. A one time site visit is scheduled for August 11, 2009 at 10 am. STATEMENT OF WORK: SCOPE OF WORK Landscape Service The Contractor shall furnish all necessary labor, materials, supplies, equipment, and supervision to perform tree, shrub, and ground cover maintenance as described herein in accordance with the standard methods of practice set forth by the American Association of Nurserymen at the. Estuarine Habitats and Coastal Fisheries Center (EHCFC), 646 Cajundome Blvd. Lafayette, LA 70506. Site visit: A one time site visit is scheduled for August 14, 2009 at 10 am. Location: 646 Cajundome Blvd., Lafayette, LA 70506. To attend the site visit contact John Foret @ 337-291-2107 or by email john.foret@noaa.gov. Materials to be serviced: 20 Hackberry 64 Wax Myrtles 17 Live Oak 727 Judge Soloman Azalea 19 smooth Sumac 8 Weeping Willow 6 Wisteria 30 gallon each 30 gallon each 60 gallon each 3 gallon each 4 gallon each 6 gallon each This work will consist of the following items: • All trees, shrubs, and ground cover shall be sprayed for diseases and pests, a minimum ofthree (3) times per year, or as needed. 1 Mulching of all beds and tree rings with hardwood mulch every 12 months. 2 Fertilizations of all shrubs, trees, and ground cover with 13-13-13 or as approved by the contract point of contact. 2 Changes of annual color. (Type and Quantity to be determined by contract point of contact.) QUALIFICATIONS OF CONTRACTOR The Contractor shall provide adequate proof that the company is licensed to perform the type of work specified in this contract. Within 10 days of the award of the contract, the Contractor shall provide proof of General Liability Insurance, workman's compensation, and vehicular insurance for this site. SERVICES REQUIRED Maintenance of groundcover, shrubs, and trees, through pruning, fertilization, planting of annual flowers, mulching, and the disease and pest control of all landscaping that is not turf (trees, shrubs, and annual beds). Pruning of all trees of sucker growth, exceptional growth, and/or broken limbs, while not interfering with established security lighting. In no case shall trees be "topped". Shrubbery shall be hand pruned. No power trimmers shall be used in the shaping of shrubs. Shrubbery shall be pruned sparingly to maintain a natural appearance. The Juniper cover located within the front entrance area will be significantly reduced in height as well as reduced along the sidewalk. This work shall be done on an "as needed" basis, but at a minimum of once per year. Fertilization shall take place for the trees, plants, and ground cover as necessary but at a minimum of twice a year. The tree, shrub, and ground cover fertilization shall be done as follows: The shrubs and trees shall be done with 13-13-13, or as approved by the contract point of contact. Added to this fertilization program for this year will be a briar vine control treatment by granule application to suppress the spread of the briar vines in beds. Annual Beds shall be planted a minimum oftwice per year (beginning of Spring and then late summer or early fall). These planting should consist of flowers, which will flourish with conditions present at the site. The choice offlowers used, shall be approved by the site manager. Mulching of all bed areas and around trees is to be done once a year, with additional mulching to be on an "as requested" basis, to be based on unit prices provided by the Contractor. The amount of mulching to be done encompasses 27,000 square feet of bed area. Hardwood Mulch Specifications 1. Source and Origin - The source of the wood product must be documented and traceable to insure that no pathogens or insects (Formosan termite) will be introduced by use of the product. Personnel responsible for this selection and approval of source wood must have a minimum qualification of Certified Arborist. 2. Process - The hardwood mulch must be exposed to two (2) complete composting cycles with the temperature raised to a minimum of 140 degrees F (60 degrees C) for the purpose of destroying weed and plant seeds and to prevent nitrification induced decomposition. 3. Grinding Process - The mulch must be triple ground with a final screen size of one (1) inch. 4. Mulch Moving - The pile rows of mulch must be properly turned and aerated during the composting cycles. 5. Material Contaminants - Plastics, painted wood, and particle board/plywood should not be present in the final product. A visual examination for any such material will be conducted to insure a safe and aesthetically pleasing applied product appearance. 6. Non-Toxicity Level- The mulch is required to have a ph level free from toxic levels of both acidity and alkalinity levels. The depth of the mulch must be three (3) inches at all times. Mulch will not be placed against the bark of trees, an air space (approximately1-inch) will be maintained between the trunk of the tree and the mulch. When re-mulching beds and trees, at least 1" of old mulch is to be removed prior to new mulch placement. Disease Control/Pest Control All trees and shrubs shall be sprayed with an environmentally safe chemical for disease and pests, a minimum of three (3) times per year, or as needed. Owner is to be notified, in writing, when disease or pests are found. The Contractor shall be responsible for the replacement of any tree or shrub that dies due to pests or disease. RESPONSIBILITY FOR LOSS, DAMAGE, DEATH, INJURY Except as otherwise provided by law, the Government will not be responsible for the loss of, or damage to the contractor's equipment, or death of or injury to the contractor's personnel, or for the death of, or injury to persons or for damages to property resulting from contractor's negligent performance under this contract. The contractor shall be responsible for all damages to persons or property that occur as a result "of his fault or negligence, or the fault or negligence of his employees or agents, while performing the requirements of this contract. CONFORMITY If any of the services do not conform with the contract requirements, the Government may require the contractor to perform the services again in conformity with the contract requirements, at no increase in contract amount. If the defects in services are not corrected by performance, the Government, may: (1) Require the contractor to take necessary action to ensure that future performance conforms to contract requirements and (2) Reduce the contract price to reflect the reduced value of the services performed. If the contractor fails to expeditiously take the necessary action to ensure that further performance will be in conformity with contract requirements, the Government may terminate the contract for default. SERVICE PERIOD Service period is for one (1) base year plus three (3) option years. For each year, vendor will bill on "as work is completed" basis. Contractor will complete attached service ticket and have the ticket signed by the site manager on completion of each site visit. All pertinent copies of competed forms shall accompany invoices.
