- This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research to help determine the availability and capability of qualified small business, sources (small businesses; HUBZone small businesses; women-owned small business, service-disabled, veteran-owned small businesses; 8(a) small businesses; or small disadvantaged businesses) capable of serving the needs identified below. Background: Over the past five years, the Specialized Information Services Division (SIS) of the National Library of Medicine (NLM) has pursued applied research and development in advanced universal meta-search and discovery applications in toxicology, HIV/AIDS and other specialized disciplines of interest to SIS's diverse user communities. This R & D effort has resulted in the creation of unique and innovative natural language processing tools and production applications, such as the ToxSeek system for accessing heterogeneous information sources in toxicology and the environment. Recent ongoing work has focused on the creation and utilization of new semantic search technologies for improved access to HIV/AIDS information. The AidsSeek prototype has pioneered a number of breakthrough information retrieval solutions, such as dynamic and customizable faceted clustering and the utilization of an automatically generated semantic HIV/AIDS Knowledge Base prototype to facilitate better quality search results. Objectives: The goals of the proposed work are: • to implement and deploy a production version of the AidsSeek pilot during in 2009 • to continue applied R & D in specialized semantic knowledge tools an semantic search technologies relevant to the AidsSeek system • to continue research and development of the ToxSeek system • to refine and integrate new advanced meta-search and discovery capabilities into the ToxSeek production system The service to be performed is developing software that improves the accuracy of the current ToxSeek meta-search and search result clustering engine; integrating and testing specialized semantic knowledge resources and processing capabilities into the ToxSeek and AidsSeek applications, deploying and maintaining the ToxSeek and AidsSeek production systems and implementing new semantic search algorithms in the domains of toxicology, environmental health and HIV/AIDS information. The contractor will be responsible for providing programming support for these web applications and improving performance accuracy, as compared with the present versions of ToxSeek and AidsSeek. Specific duties include working with project staff to: Implement additional linguistic and statistical analysis capabilities addressing semantic information not currently covered in the AidsSeek pilot system (this includes further expanding the HIV/AIDS Knowledge Base and implementing improved dynamic customizable faceted clustering semantic profiles): 1. Implement additional data resources and processing functionalities for the core A-Z Dictionary System. 2. Further develop and integrate multi-dimensional universal distributed search and discovery capabilities in ToxSeek. Period of Performance: One year from the date of award, plus the possibility of four option years. Capability Statements shall not exceed 10 pages and should include, but are not limited to, the following information: 1. Offeror's name, address, point of contact, phone number, e-mail address and DUNS number. 2. A brief description of comparable current and prior work, expertise, facilities, organization, structure, and qualification of key individuals (documenting expertise and organizational structure, and qualifications of key individuals (documenting expertise and field experience in the areas of interest); 3. Identification of any current negotiated GSA schedule, Government contract, or commercial pricing rates; and 4. Offeror's type of small business and business size. 5. Any other related information that the vendor may deem to be helpful to making determinations regarding this requirement. Capability statements must be received no later than 4:00 PM EST on August 19, 2009. Other Important Considerations: The proposed acquisition will be procured under FAR Part 12 - Commercial Items in accordance with the policies and procedures under FAR Part 13-Simplified Acquisition Procedures. All responsible sources may submit a capability statement which will be considered by the National Library of Medicine. This Sources Sought Notice is not a Request for Quotes (RFQ) nor is an RFQ available. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
