Notice of Intent to Sole Source: Inventory of Medical ImagingEquipment - Radiology and Radiation Date: August 11, 2009 Intended Source: International Marketing Ventures Limited (IMV)6301 Ivy Lane Suite 408Greenbelt, MD 20770(301)345-2866 The Department of Veterans Affairs (VA) Medical-Surgical Services isacquiring Inventory of Medical Imaging Equipment, Radiology andRadiation Oncology, at the. The purpose of this project is to obtainrecent data on the availability of radiology and radiation oncologyequipment in the VA system compared to nationwide non-VA care in orderto show stakeholders that the VA has improved cancer care and has a planto continue to make it better as well as identify continued gaps inservice that need to be addressed. The Government intends to solicit and negotiate with a single sourceunder the authority of FAR 13.106-1(b)(1). The contract will be forthree months. Interested parties capable of responding to therequirement may submit a capability statement specifically identifyingtheir ability to accomplish this requirement. Responses are due within10 days after publication of this notice. This is not a request forproposals. Responses shall be reviewed solely for the purpose ofdetermining whether to conduct a competitive procurement. Adetermination by the Government not to compete this proposed acquisitionfollowing consideration of responses to this notice is solely with thediscretion of the Government. Please refer questions to Everett C.Miller II at EverettClarence.MillerII@va.gov. JUSTIFICATIAND APPROVAL TO PROCURE USING OTHER THAN FULL AND OPEN COMPETITION Justification 1. Identification of Agency and Contracting Activity Department of Veterans Affairs Office of Acquisition and LogisticsWashington, DC 20420 2. Nature/Description of Action To establish a contract with International Marketing Ventures, Limited(IMV) Medical Information Division, Inc. to provide recent data andanalyses on the availability of radiology and radiation oncologyequipment in the VA system compared to the Nation as a whole. 3. Description of Supplies/Services IMV will provide data on imaging equipment within VA and performanalyses of VA as it relates to the availability of imaging equipmentthroughout the Nation. 4. Identification of Statutory Authority The statutory authority permitting other than full and open competitionis 41 U.S.C. 253(c)(1). 5. Demonstration of Contractors Unique Qualifications The Medical Information Division of IMV, LTD. is a marketing researchand consulting firm specializing in medical and other advancedtechnology markets, with a subspecialty in medical imaging and therapymarkets. In addition to proprietary marketing consulting services, IMVcompiles census databases that survey more than 80% of all U.S. imagingsites with selected modalities. Current census databases includeangiography, CT, MRI, nuclear medicine, fluoroscopy, cardiaccatheterization, echocardiography, radiation oncology, PET,electrophysiology and PACS. IMV's qualifications for this project areunique in that they already possess the data that VA requires. IMVwould not have to do a new survey which would be duplicative in time andcost. Their proprietary database of nationwide equipment is notavailable elsewhere. Additional costs would be involved if anothercontractor had to either re-create the database or purchase it from IMV. 6. Description of Efforts Made to Ensure a Variety of Potential SourcesA search for eligible companies was performed on GSA.gov. One othervendor was identified. However, after discussing the details of VA'sneeds, they were ruled out as a fit to perform the contract. They wouldhave to conduct a new survey, which would take more time and money, andin their best scenario, they would have to purchase the data from IMV. 7. Determination of Fair and Reasonable Cost The Contracting Officer will make a determination that the cost of thisprocurement is fair and reasonable by utilizing historical data. 8. Description of Market Survey The program official conducted an extensive internet search to findpotential contractors capable of providing the required reports. Asurvey of VA researchers familiar with commercially available databaseswas also conducted. International Marketing Ventures, Limited (IMV)Medical Information Division, Inc. is the only company that wasidentified in this search. The government's intent to negotiate withIMV was also advertised. 9. Any Other Supporting Data The contractor doing the ongoing program evaluation, Abt AssociatesInc., previously contracted with IMV to provide this data. VA needs IMVto be the provider of this data again to ensure a continuity of servicesso that the same information is included in the same format in order toperform a direct comparison with past data. VA also needs thisinformation prior to the last program evaluation report is released, by2010, to be able to present VHA's improvements in care to the public andto identify and act on any further needed improvements as soon aspossible. In addition, the timeliness of the receipt of this data isurgent and compelling as it needs to coincide with the programevaluation schedule of 2010. IMV would be the only contractor thatcould comply with the time schedule.
