Description
The Fleet and Industrial Supply Center Puget Sound intends to solicit, in support of Puget Sound Naval Shipyard (PSNS), to purchase a SHAFT BLAST AND PAINT BOOTH. FOB Destination to PSNS, Bremerton, WA. Vendor to provide an onsite installed turnkey system to include preparation of the worksite, assembly, installation, testing of equipment, and training. Proposed system to include blast and paint booth with associated equipment to fit in the site dimensions of 122 ft max length, 34 ft max width, and 20 feet max height. Minimum interior dimensions 16 ft wide x 100 ft long by 10 ft high. Booth to be dust and paint tight per NFPA. Roof to open to a clear area of 15 ft x 80 ft and be pneumatic controlled with a swivel hoist ring. System to include abrasive recovery and reclaim system, bucket elevator, air wash separators, media storage hoppers, abrasive blast units, air intake system, ventilation system, dust collector with filters, blower unit, and control panels. System to be used to remove corrosion and paint from metal objects to render a near white metal finish and to spray paint inside the booth. Material types to be blasted and painted in the booth: medium and high tensile steel, SS, brass, copper-nickel, monel, and aluminum. Blast media to be used is G40 steel grit and G40 garnet. Maximum work piece size is 15 ft wide x 68 ft long x 4 ft high, and weight is 105,000 lbs, 210,000 lbs total. Booth temperature to maintain temperature between 75-90 degrees F +- 5 degrees. System to apply paints including high solids and build epoxy MIL-PRF-23236, MIL-DTL-24441, antifouling coatings MIL-PRF-24647, polysulfide sealant coatings Polyspec Thiokol 415 and RLP 2378 or equal. This requirement to be solicited using commercial, simplified acquisition procedures in accordance with FAR Parts 12 and 13.5 utilizing Low Price Technically Acceptable evaluation factors. The acquisition will be solicited anticipating award of a Firm, Fixed-Price Supply type contract. Numbered Note One applies - The proposed contract is 100% set-aside for small business concerns. This solicitation and any subsequent amendments will be posted to the NECO website: https://www.neco.navy.mil. The anticipated posting date of the solicitation is on or about 17 August 2009 with a closing on 9 September 2009. Complete specifications to be included in the solicitation. Prospective offerors are responsible for downloading their own copy of the solicitation from this website and for frequently monitoring that site for any amendments. The Government is not responsible for any inability of the offeror to access the posted documents. Prospective offerors should register themselves on the NECO website. No telephone or FAX requests will be accepted, and no hard-copy solicitation/amendment will be mailed or FAXed. All responsible sources may submit a bid, proposal or quotation which shall be considered by FISCPS.
