- THIS IS NOT A REQUEST FOR PROPOSAL and NO SOLICITATION PACKAGE ORBIDDER/PLAN HOLDER LIST WILL BE ISSUED. Funds are not presentlyavailable for this requirement. No award will be made for this projectuntil funds are available. THE GOVERNMENT RESERVES THE RIGHT TO CANCELAT NO COST TO THE GOVERNMENT. The Western New York Healthcare System, VABuffalo Medical Center, 3495 Bailey Ave., Buffalo, New York 14215, isseeking the services of a qualified Architectural Engineering (A/E) firmto provide 100% working drawings, specifications, cost estimates andConstruction Period Services for Project No. 528-372, Parking Ramp. Thisis a Full and Open Competition. The North American IndustryClassification System code is 541310 and the numerical size standard is4.5 million. The Consultant shall provide Parts 1,2 and 3 Architecturaland Engineering (A/E) services to provide Schematic and Design Documentsand Specifications for a 300 to 400 vehicle parking ramp with connectinglink to Building 1, E-wing at the VA Western NY Healthcare System(VAWNYHS), 3495 Bailey Avenue, Buffalo New York 14215. The work shallinclude, but is not limited to: consultation and discussion with VAstaff to establish the general parameters of the project. The workshall include, but is not limited to: consultation and discussion withVA staff to establish the general parameters of the project. Thedesign/scope shall include the following overview of requirements:1.Provide (6) site test borings and analysis. 2.Impact on storm sewer and municipal coordination.3.Drawings of a 300-400 vehicle, 3-4 story, Pre-cast parking ramp,with a covered vehicle drop-off area in front of Building #1 whichaddresses the following:a.Storm sewer drainage system.b.Staircases and elevator.c.Lighting system and power throughout and connection to hospitalpower.d.Fire protection systems.e.Top story snow melt system or roof. (Alternates).f.Security camera system throughout ramp.g.Mechanical room to house utilities and equipment.h.Identification of utility interference.i.Explore options for future expansion of 2 additional levels.4.Demolition of E-wing vestibule and construction of a newentrance vestibule and reception area connected to covered drop-off.(Vestibule to be approx. 2000 square feet.)5.Detailed construction cost estimates at each submission.A/E shall prepare 100% working drawings and contract documents using VAMaster Specifications to complete the specified work. Estimatedconstruction cost range is between $5,000,000 and $10,000,000.Preliminary submission shall be due 30 calendar days from receipt of thenotice to proceed; 75% submission shall be due 75 days from receipt ofthe notice to proceed, and 100% submission shall be due 120 calendardays from receipt of the notice to proceed. All interested firms arerequired to submit three (3) recent completed Standard Form (SF) 330,Architect-Engineer Qualifications. SolicitationVA-249-09-RP-0221 has been assigned to this procurement and should bereferenced on all correspondence regarding this announcement. Thisprocurement is FULL AND OPEN COMPETITION and is restricted to firmslocated within a 60-mile radius of the Buffalo VA Medical Center,Buffalo, NY. Selection criteria shall be in accordance with FederalAcquisition Regulation (FAR) Part 36.602-1 and VA Acquisition Regulation(VAAR) Part 836.602-1 as follows; 1. Professional qualificationsnecessary for the satisfactory performance of required services; 2.Preliminary/investigative services, consultation/meetings/discussionswith staff to establish specific program requirements. 3. Production ofconstruction documents. 4. Performance of construction period servicesand site visits. 5. Plans/specifications will include, but not belimited to; asbestos assessment/removal, general construction,demolition, electrical, HVAC, voice/data systems, plumbing, mechanical,finishes, etc. 6. Team proposed; Specialized experience and technicalcompetence in the type of work required, repair, renovation, alteration,or upgrade projects, new construction projects and engineering studiesof medical and similar facilities; including, where appropriate,experience in energy conservation, pollution preventions, wastereduction and the use of recovered materials. 7. Proposed ManagementPlan; Capacity to accomplish the work in the required time. 8. PastPerformance on contracts with Government agencies and private industryin terms of cost control, quality of work and compliance withperformance schedules. 9. Previous experience of proposed team. 10.Estimating effectiveness and Value Engineering. 11. Interior Design,CADD and other computer applications. 12. Location in the generalgeographical area of the project and knowledge of the locality of theproject. 13. Awards received by the firm and specifically the projectteam proposed. 14. Insurances and record of significant claims againstthe firm because of improper of incomplete engineering services (errorsand omissions). Interested firms are reminded that in accordance with FAR 4.12,prospective contractors shall complete electronic annual representationsand certifications in conjunction with FAR 4.11 required registration inthe Central Contractor Registration (CCR) database prior to award of acontract. Award is contingent upon the availability of funds. FAXED OREMAILED DOCUMENTS WILL NOT BE ACCEPTED. ALL INFORMATION MUST BE INORIGINAL/HARD FORM.
