Description
The U.S. Forest Service intends to negotiate a sole source contract with the Rand Corporation for technical assistance to evaluate the U.S. Forest Service’s aviation program to determine the optimum mix of helicopters and airtankers that will provide the maximum benefit, at a minimum cost, over the upcoming twenty year period and compare the results in conventional measure of return on investment and net present value to the agency. Additionally, the Rand Corporation will determine the future demand for helicopter and airtanker assets, the current capacity to meet the demand, as well as identify how many and what types of helicopter and airtanker aircraft should be added to the aviation fleet to replace retiring assets. The Rand Corporation will formulate and implement a set of performance measures that will yield information that is responsive to the Office of Management & Budget (OMB) and the Office of Inspector General (OIG) recommendations on performance measures for the U.S. Forest Service. Monthly Progress Reports and a Final Report are the deliverables associated with this effort. This “Notice of Intent” is not a request for competitive proposals. A solicitation is not available and telephone requests will not be honored. If a firm believes that they are capable of meeting all of the requirements, the firm must furnish information about its products and services, as well as references from other customers who are using these products and/or services, to the Contracting Officer (CO) within seven (7) calendar days from the publication date of this announcement. Supporting evidence must be furnished in sufficient detail to demonstrate the ability of a firm to comply with all of the above requirements. If no responses are received, the U.S. Forest Service will proceed with the sole source negotiation with the Rand Corporation.
