Description
NASA/JSC has a requirement for GENOA SOFTWARE LEASE and MAINTENANCE RENEWAL.NASA/JSC intends to purchase the items from Alpha Star Corporation. GENOA software is aproprietary computer code available only by lease from Alpha STAR Corporation. GENOA is asoftware package designed specifically to analyze complex composite structures. GENOA isan engineering software suite that augments commercial Finite Element Analysis (FEA)packages by providing Progressive Failure Analysis (PFA) capability. It can investigatestructural responses to material degradation from damage induced by static, cyclic (lowand high cycle fatigue), impact, Power Spectrum Density (PSD) and thermal loading. GENOAis used at NASAs WSTF in ongoing analysis of Composite Overwrapped Pressure Vessels(COPVs) including current STS systems (Shuttle), ISS, and similar current futureapplications. Alpha Star is the only known supplier of GENOA software, support, andupgrades due to copyright protection of electronic media.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact no later than 12:00 p.m. MST onAugust 14, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
