- This is a modification to a previous announcement posted on August 4, 2009 for A&E services. (ATN: C00004) Since questions have been received, all questions and responses are hereby posted. If you have questions regarding this requirement, please submit your inquiries immediately via email but no later than 11:00 AM Eastern Standard Time, Thursday, August 13, 2009 to rsdoyle@usgs.gov. Questions submitted by a method other than electronic mail shall not be accepted and shall not be answered. Any questions received after the previously specified cut-off date and time will not be accepted or answered. Questions with the Government's responses will be posted. Please be advised that the Government reserves the right to transmit those questions and answers of a common interest to all prospective offerors. All e-mail inquiries shall have "Question - 09HQSS0031" included in the subject line. 1. Question: It was noticed the original synopsis response date changed to September 3, 2009 and I assume that we can still submit our SF330. Is this correct? Government's Response: Yes, the SF330 is due on Thursday, September 3, 2009, 2:00 PM Eastern Standard Time. 2. Question: In regards to the Subject solicitation, could you please make clear the small business participation, if any? It is imperative to know this information early so that teams or joint ventures may be assembled with adequate time to prepare the SF 330 forms and narrative. Government's Response: This is an unrestricted procurement. Procedures set forth in FAR Part 36 apply. 3. Question: Could you tell me, please, who the incumbents (mentioned in 2nd paragraph of the Modification/Amendment posted on 8-4-09) are for this contract? Government's Response: The three incumbents are Bernard Johnson Corporation, Heery International, and CTA Architects Engineers. 4. Question: Does the USGS intend to award an equal number of contracts as to the existing number of contract? Government Response: The government would like to award to a minimum of 3 contractors but would consider a maximum of 5 if the offeror's can successfully meet the requirements. 5. Question: Is a list of the existing consultants available? Government Response: See the answer to question. 6. Question: Will consultants be selected based on region, such east coast, mid-west, and west coast? Government Response: The contractor will not be selected based on their location; however, it is beneficial if the contractor can perform work across the U.S. 7. Question: Our firm is considering submitting the SF330 for the above-listed RFP. Because this is an IDIQ contract with unknown project parameters, can we simply submit our firm's credentials (which are substantial)? Government's Response: The SF 330 is required as well as detailed information on consultants and subcontractors, if applicable, MUST be included in the submittal. Supporting documentation is welcome to demonstrate that your firm is qualified to meet the requirements as stated in the statement of work. ATN: C00004
