- Description
- Under the authority of FAR 13.5, the U.S. Army Research, Development and Engineering (RDEC) Acquisition Center, Natick Contracting Division (NDC), Kansas Street, Natick, MA on behalf of the U. S. Army Natick Soldier Research, Development and Engineering Center, Natick, MA intends to negotiate and award a Contract on a sole source basis with Complete Parachute Solutions Inc. 1320 International Speedway Boulevard, Deland, FL 32724 for one (1) CPS-Load-Cell-TTB and two (2) CPS-SOV3-TS14-Systems. These items are being purchased to support a combat evaluation which will include live jump testing. The SOV-3 TS14 offered by Complete Parachute Solutions, Inc is the only military approved parachute/harness container system that can be employed as part of the tandem tethered bundle system. The CPS Research & Development department engineered the tandem tethered bundle system release handle with load cell hardware and accompanying software package. The CPS Load Cell is unique in its design and is the only tandem tethered bundle system release handle that can record Pull Force, data during a live jump cutaway of the payload. Special Operation Forces have an immediate requirement to field a tandem tethered bundle system with increased capability. Rapid procurement, evaluation and deployment of this type of cargo delivery system will have a definite and immediate impact on the survivability of personnel during combat operations. Any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 5 days from the date of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirements, yet must be limited to 2 pages. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. If no responses are received, NCD will proceed with awarding a firm fixed price purchase order to Complete Parachute Solutions Inc. Nothing herein should be misconstrued as a request for proposal. No solicitation document is available. Any Questions concerning this acquisition may be addressed to the above address, Attention: Mr. Nate Jordan or by email to: Nathan.C.Jordan@us.army.mil. This synopsis expires August 17th, 2009 at 10:00am.
